- Description
- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Item 1: 1 Each Radio Frequency Class A Solid State self-contained air-cooled broadband amplifier for electromagnetic compatibility (EMC) radiated susceptibility testing, Amplifier Research model 250A250A or equivalent. Mismatch tolerance: must deliver full rated power to loads that vary considerably from an ideal 50 ohms. This amplifier will be used for radiated susceptibility testing and must drive widely varying load impedances due to variations in antenna characteristics, room reflections and resonances, imperfect cables and connectors, and reflections from the device under test. Must deliver 100% of rated power (250W) into any load (e.g. 6.0:1 VSWR) without foldback, power limiting, or faulting. Must operate without damage or oscillation with any magnitude and phase of source and load impedance. Warranty must include a full 3 year warranty. The rated output power shall be 250 watts minimum. When used with an RF sweep generator, a minimum of 250 watts swept power shall be provided. The input for rated output shall be 1.0 milliwatt maximum. The power output at 3dB compression shall be: 300 watts nominal, 225 watts minimum. The power output at 1dB compression shall be 245 watts nominal and 150 watts minimum. The flatness shall be: plus/minus 1.5dB maximum and plus/minus 0.5db with internal leveling. The frequency response shall be 10kHz-250MHz instantaneous. The gain at maximum setting shall be 54dB minimum. The gain adjustment (continuous range) shall be 25dB minimum. The input impedance shall be 50 ohms, VSWR 1.5:1 maximum. The output impedance shall be 50 ohms, VSWR 2.5:1 maximum. The modulation capability shall be: to faithfully reproduce AM, FM, or pulse modulation appearing on the input signal. The harmonic distortion shall be minus 20dBc maximum at 150 watts. The third order intercept point shall be 60dBm typical. The pulse mode gating characteristics shall be: +2.0 to 6.0 Vdc signal (into 50 ohms), 0.5 microsecond maximum rise time, 0.5 microsecond maximum fall time, and 10 nanoseconds maximum RF rise/fall time. The primary power shall be 180-264VAC, 47-440Hz, 1400 watts maximum at 0.99 P.F. typical. Special features shall include a gain control, internal/external automatic level control (ALC) with front panel control of the ALC threshold, pulse input capability, RF output level protection, and an internal RF detector to provide an output for use in self-testing or operational modes. The remote interfaces shall include IEEE-488 (24 pin female connector) and RS-232 (9 pin Type D connector) and all amplifier control functions and status indications shall be available remotely in GPIB/IEEE-488 and RS-232 formats. The RF input connector shall be type N female. The RF output connector shall be type N female. The external leveling inputs connector shall be type BNC female. The pulse modulation inputs connector shall be type BNC female. The detected RF output connector shall be type BNC female. The safety interlock shall be a 15 pin female Type D connector. The cooling shall be forced air, with self-contained fans. Must have a removable enclosure and be capable of 19" rack mounting. Must have a keylock interlock interface on the front panel. Must have a digital control panel which provides both local and remote control of the amplifier and a display which must include operational presentation of Forward Power, Reflected Power, control status, and reports of internal amplifier status. The supplier shall provide information showing how a proposed equivalent meets all of the requirements of the specification. The supplier may use photographs, drawings, sketces, published information, and/or test data to demonstrate compliance to each requirement of this specification. A complete set of documentation of the operator's manual, service manuals, schematic diagrams, parts list, and any other technical information required for proper operation and maintenance of the RF amplifier shall be supplied with the amplifier model. The provisions and clauses in the RFQ are those in effect through FAC 97-09. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334220 and 750, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to MSFC is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-A7. Quotations for the items(s) described above are due by October 15, 2002, 4:30 p.m. Central Standard Time and may be mailed or faxed to the Primary Point of Contact and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.213-91, NFS 1852.211-70, 1852.214-71, and 1852.215-84. Researve paragraph(s) (d), (e), (f), (h), and (i) in 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement.
