Description
The Federal Bureau of Prisons is requesting offers under RFQ-51904-0003-3 for landfill services. This solicitation is a Firm-Fixed Price, Commercial Items, Single Award Contract to a responsible quoter for landfill services for the United States Penitentiary (USP) and Federal Prison Camp (FPC), Pollock, Louisiana for an estimated 12-month period. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The following information will serve as the solicitation for the solid waste disposal service and no other information will be sent out unless specifically requested by calling or faxing a request to Delbert C. Grigsby at (318) 561-5304 or fax at (318) 561-5325. The minimum specifications are as follows: (1) The contractor will ensure that the transfer site is made available to the Government for transfer of solid waste Monday thru Friday 8:00 a.m. to 4:00 p.m., excluding State and Federal holidays. The Government will normally make weekly trips to the dump site and the Government will be responsible for transporting solid waste to the transfer site; (2) The contractor shall be responsible and become the sole owner all trash, garbage, and debris from the Government owned containers once unloading at the transfer site is complete. It will then be the responsibility of the contractor to dispose of the material in a lawful and proper manner; (3) Contractor shall provide services to the USP Pollock with all labor, transportation, services and supervision to collect at its transfer station, transport and dispose of solid waste, trash, or refuse to a *Type I Disposal Facility approved by the Louisiana Department of Health, in accordance with all Federal, State, and Local codes and laws, and must meet all EPA requirements and standards; (4) *TYPE I DISPOSAL FACILITY: Refers to a sanitary "lined" landfill which services a municipal, institutional, and/or rural population, and is used or to be used for disposal of domestic waste, commercial waste, institutional waste, municipal waste, demolition/construction waste, farming waste, discarded automobile tires, and dead animals; (5) Along with submission of bid pricing, the offerers will be required to provide the Contracting Officer with a copy of their solid waste standard permit number for a state approved sanitary "lined" landfill and maintain current Local, State, and Federal licenses required to transport and dispose of solid waste.; (6) The contractor shall submit one combined, itemized invoice identifying specific containers and their charges on a monthly basis; (7) The estimate tonnage that will be delivered to the contractor from the Government is 109 tons per month with total estimated tonnage for the year being 1309. (NOTE) Due to this being a new facility with no real or previous history, the above figure of 93.5 tons may not be accurate and could vary up or down from the Government estimate. (8) The landfill shall be within a 100 (50 miles one-way) mile round trip radius of the Institution which is located at 1000 Airbase Road, Pollock, LA 71467. The Government will make award to the responsible offeror whose offer conforms to this solicitation and is most advantageous to the Government. This solicitation document and incorporated provisions and clauses are those in effect thorough Federal Acquisition Circular 01-08. (38 U.S.C. 4212); 52-222-36, Affirmative Action for Workers with disabilities (29 U.S.C. 793). 52.222-19, Child Labor ?Cooperation with Authorities and Remedies (E.O. 13126).; 52.225-13, Restriction on Certain Foreign Purchases (E.O. 12722,12724, 13059, 13067, 13121, and 13129).; 52.232-34, Payment by Electronic Funds Transfer?Other than Central Contractor Registration (31 U.S.C. 3332) In accordance with FAR 52.232-18 AVAILABILITY OF FUNDS (APR 1984), Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The proposed cost or price must include all associated charges or fee's per ton. Please complete pricing as follows ($________ per ton X estimated tonnage of 1309 = ________Total). Please ensure with your offer you include a complete copy of the provisions at 52.212-3, Offeror Representations and Certifications -Commercial Items Offers. You may request a copy of the provisions by phone and you will received a fax copy or you can print the provisions at www.arnet.gov/far. Contractor must start accepting delivers on date of award. All offers must be received by the Contracting Officer specified above No Later Than 4:00 PM, CST, on September 16, 2002. Offers received after this date will not be considered.
