Description
The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), National Institutes of Health, intends to negotiate on a sole source basis with the North Shore University Hospital for a five year continuation of a project entitled "Genetics of Rheumatoid Arthritis." During the next five years of this project the contractor will: 1) expand the analysis of sib pairs to include existing national and international collections and perform Single Nucleotide Polymorphisms (SNP) analyses on all sib pair collections; 2) collect 1,000 rheumatoid arthritis trios to conduct association studies based on genetic regions of interest identified during sib pair analysis; and 3) establish collaborative arrangements for the conduct of hypotheses driven projects using resources previously generated. The projects will focus on genetics, pathogenesis and treatment of rheumatoid arthritis. A determination for the use of other than full and open competition has been made in accordance with 42 U.S.C. 253(c)(1) as set forth in FAR 6.302-1. The North Shore University Hospital has the prerequisite knowledge and experience because of their preliminary and current work under contract N01-AR-7-2232 entitled "Genetics of Rheumatoid Arthritis." Inherent duplication of cost to the Government and unacceptable delays in performance make competition for this additional work unfeasible. All responsible sources may submit a proposal which will be considered by the NIAMS. A determination not to compete the proposed work based upon responses to this notice is solely within the discretion of the Contracting Officer. This notice of intent is not an announcement of the availability of a Request for Proposals (RFP), nor is a RFP available.
