Description
The closing date for submission of the SF254s and SF255s is extended to 25 March 2002. The following is intended to clarify the announcement made on 7 Feb 2002: The SF255 and any additional pages, shall not exceed 21 one sided pages. The evaluation of factor (3)Qualifications will only include the evaluation of the on site staff manager and the management team for the construction management function. This management team is defined as the personnel that are responsible for overall contract and resource management. It does not include the various engineers and other individuals that will perform the requirements of specific task orders. After the award of a contract, the Government will issue a request for proposals under task orders and the A/E will be required to provide personnel meeting the minimum qualifications. At that time, the A/E will be required to submit resumes (minimum of two) of the proposed personnel with their cost proposal for each task order. At least one of the resumes shall be from a local host nation individual not requiring additional mobilization fees. The contracting officer reserves the right to interview and approve all A/E personnel before they are assigned to each task order. A list of the types of labor categories that will perform under task order requirements is included here for information. The information is provided so that a firm can better demonstrate its capabilities under evaluation factor (5) Capability to accomplish multiple simultaneous taskings in the AOR. It should be clearly understood that the initial AE selection process will NOT include the evaluation of these individuals. The categories are: (1) Project Engineer (2) Project Engineer Technician (3) Supervisory Quality Assurance Representative (4) Civil/Structural/General Quality Assurance Representative (5) Mechanical QAR (6) Fuel System QAR (7) Electrical QAR (8) Submittal Assistant (9) Scheduler (10) Fire Protection Engineer (11) Professionals providing Post Construction Award Services (PCAS) or construction engineering support.
