Description
This is a combined synopsis/solicitation for commercial supplies and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000); and (5) 13.5 Test Program For Certain Commercial Items. The Solicitation Number is 1435-04-03-RP-70022. The solicitation is issued as a Request For Proposal (RFP). This requirement is being issued by GovWorks under the Department of the Interior Franchise Fund on behalf of the National Cancer Institute Laboratory of Population Genetics. Questions concerning this solicitation must be received in writing (no verbals will be accepted), via email, no later than October 8th, 11:00 am to the contracting admin. Questions received after this time period will not be considered. Technical and cost proposal are due via email, no later than November 04, at 2 pm (EST). All offers received after the specified date and time will not be considered. 1.0 BACKGROUND: The Laboratory of Population Genetics (LPG) is engaged in a number of studies involving correlation of genotype variations in candidate genes in pathways related to cancer susceptibility, disease, and/or response to treatment. We require the determination of genotypes from DNA isolated from a variety of clinical samples. These genotypes must be determined using a highly accurate state of the art technology that requires a minimum amount of DNA sample. This technology must be a proven technology with references of successful (at least 80% efficiency rate) large-scale projects (more than 1000 samples processed per project) in a peer-reviewed journal. Key aspects of any large-scale genotyping study is the quality and quantity of DNA required to obtain accurate, reliable, and complete results. The genotyping assay must be robust over a range of DNA concentrations and quality. For our studies, we require that the assay be able to generate accurate data from 2 nanograms or less of DNA per assay, be able to multiplex at the reaction level to further minimize the required amount of DNA, and have a proven reliability for large scale genotyping studies. We also require that the data be reported in electronic file format and have a quality parameter associated with each genotype call. 2.0 SCOPE: The contractor shall engage in a contract with three parts and an option for a 4th part. The contract will include assay development and verification, assay quality control (QC) assessment, genotyping of a pilot sample set, and, as an option, genotyping of larger clinical sample sets. 3.0 OBJECTIVE: The main purpose of this contract is to provide methods and genotype data to accommodate existing and future genotyping requirements for the LPG. The study will involve four main aspects: 1. Assay development - assay design and verification for 25, with an option up to 50, SNPs with heterozygosity data 2. Assay Quality Control - genotyping of 200 control DNA samples provided by LPG 3. Genotyping of Pilot Clinical sample set - genotyping of 300 DNA samples provided by LPG 4. Option to extend to genotyping of multiple Clinical sample sets - genotyping of up to 3000 DNA samples provided by LPG As a result of this contract, the contractor shall provide complete assay descriptions and parameters, assay verification data including heterozygosity determinations, assay QC and sample genotyping data, including genotypes in tabular format and original raw data files (including image data files), and quality values (QV) for all genotyping calls (with a definition of the QV and explanation of how it was determined). 4.0 SPECIFIC TASKS: The list below describes a non-exclusive list of tasks to be accomplished during the execution of this contract: At the discretion of the COTR, tasks may be deleted or added upon mutual agreement between the government and the contractor. 4.1 BASE PERIOD (24 MONTHS) 4.1.1 Assay development and verification Develop 25 to 50 assays for variants (single nucleotide polymorphisms - SNPs) Assay must require no more than 2 nanograms of DNA per genotype and, preferably, much less than 2 nanograms DNA per genotype; Assay must have the ability to multiplex at the reaction level to minimize required amount of DNA; Contractor must provide lab determined heterozygosity data in electronic tabular format for each assay designed; Contractor must provide assay design and parameters in electronic tabular format for each assay designed; Contractor must provide quality value results in electronic tabular format for each assay designed; Require at least 80% efficiency for each assay designed 4.1.2 Assay quality control genotyping Run all assays on 200 control DNA samples provided by LPG; Provide genotyping results in electronic tabular format; Provide quality value results in electronic tabular format; Provide primary experimental data (including image files) in electronic format 4.1.2.1 Return of all unused control and clinical DNA sample sets After complete set of genotypes obtained or by request of LPG 4.1.3 Genotyping of pilot clinical DNA sample set 300 DNA samples provided by LPG; Provide genotyping results in electronic tabular format; Provide quality value results in electronic tabular format; Provide primary experimental data (including image files) in electronic format 4.1.3.1 Return of all unused control and clinical DNA sample sets After complete set of genotypes obtained or by request of LPG 4.2 Option Period (12 Months) 4.2.1 Option to extend to genotyping of multiple clinical DNA sample sets Option to extend up to 3000 DNA samples provided by LPG Provide genotyping results in electronic tabular format; Provide quality value results in electronic tabular format; provide primary experimental data (including image files) in electronic format; 4.2.1.1 Return of all unused control and clinical DNA sample sets After complete set of genotypes obtained or by request of LPG; 5.0 Work Products/Deliverables : This contract will submit the following work products by the end of the period. BASE PERIOD DELIVERABLES 5.1 thru 5.5.1: 5.1 Assay design description and parameters, including any primer designs. 5.2 Heterozygosity results for each assay (including DNA sample characteristics used to determine the heterozygosity). 5.3 Quality Values (QV) with a description of how the QVs are defined and determined. 5.4 Genotypes and QVs for the Assay QC control DNA set of 200 samples in electronic tabular format and the primary experimental data files, including any image files, in electronic format. 5.4.1 Return of all unused control and clinical DNA sample sets after a complete set of genotypes is obtained or by request of LPG. 5.5 Genotypes and QVs for the Pilot clinical DNA set of 300 samples in electronic tabular format and the primary experimental data files, including any image files, in electronic format. Return of all unused control and clinical DNA sample sets after a complete set of genotypes is obtained or by request of LPG. OPTION PERIOD 1 (5.6 THRU 5.6.1) 5.6 Genotypes and QVs for the each of the succeeding clinical DNA sets up to 3000 samples in electronic tabular format and the primary experimental data files, including any image files, in electronic format. 5.6.1 Return of all unused control and clinical DNA sample sets after a complete set of genotypes is obtained or by request of LPG. 6.0 CONTRACT MANAGEMENT 6.1 Supervision The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel, as well as subcontractor efforts used in performance of this contract. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained in the statement of work. 7.0 PLACE OF PERFORMANCE - The primary place of performance for this work will be at the contractor's laboratory. 8.0 TYPE OF CONTRACT: The contractor will propose a Firm Fixed Price contract. 9.0 PERIOD OF PERFORMANCE: The period of performance for this task is date of award for a period of twenty-four (24) months, hereto referred to as the Base Period. This order includes one (1) option period, which may be unilaterally exercised by the Government and shall not exceed one year (12 months) in duration. The Government reserves the right not to exercise any and all option periods. All terms and conditions applicable to the base period shall extend to the option unless otherwise agreed upon.. 10.0 SECURITY A security clearance is not required in support of this task. 11.0 GOVERNMENT FURNISHED EQUIPMENT (GFE) - none for equipment. The LPG will furnish the DNA samples for genotyping. 12.0 Government Furnished Information: The contractor shall be furnished descriptions of the variants, files of the genomic sequence with the variant indicated, and other pertinent information, documentation, or material required to carry out the tasks described hereunder. 13.0 TRAVEL -none 14.0 OTHER DIRECT COSTS (ODC'S) ODC's may be required for this task. The contractor's proposal should include any anticipated ODC in the cost proposal. Offerors shall provide a technical quote that includes: (1) discussion of the background, objectives, and work requirements of the statement of work as analyzed by the offeror, (2) discussion of proposed methods and techniques for completing each task, (3) discussion which supports how each task will be evaluated for full performance and acceptability of work from the offeror's viewpoint, (4) discussion of any anticipated major difficulties and problem areas, along with potential recommended approaches for their resolution, and (5) discussion on major logistical considerations. Please include a (1) staffing plan and (2)resumes for key personnel and (3) a description of your current personnel resources for this, which addresses their capabilities and experience relating to the attached Statement of Work. Please provide (4) three references of similar efforts performed by your organization for the last three years. (5) Include a description of the project, project title, contract number, contract amount, client identification including agency or company name, contracting and technical reviewing official, address and telephone number. (References will be checked) Your quote must demonstrate that both your organization and proposed key personnel can successfully complete this project. ASSUMPTIONS, CONDITIONS, OR EXCEPTIONS: Offerors must submit, under separate cover, all (if any) assumptions, conditions, or exceptions with any of the terms and conditions of this statement of work. If not noted in this section of your quote, it will be assumed that the offeror proposes no assumptions for award, and agrees to comply with all of the terms and conditions as set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within the offeror's quote. PRICING QUOTE: Your cost proposal shall be a separate volume from your technical proposal. The contractor will propose a FIRM FIXED PRICE CONTRACT. PERIOD OF PERFORMANCE for this contract is for a 24 month base period to begin at award of contract, with a 12 month option period. The Offeror must identify the labor category(s) to be utilized for this effort, a description of the skills and experience per category, and the firm fixed hourly rate(s) proposed, and any other proposed associated costs, for calculating the proposed cost for this effort. (The fixed hourly rates will be carried through the length of the contract.) Subcontractor rate information shall also be included, if applicable. EVALUATION: Each Offeror's proposal is evaluated according to the factors shown below. Factors A, B, C, and D are roughly equal to each other; factor E is less important. Sub-factors listed under each factor are of equal importance to each other. A. Technical Approach 1. Understanding of the work, including creativity and thoroughness shown in understanding the objectives of the SOW and specific tasks, and planned execution of the project. 2. Evidence of specific methods and techniques for completing each discrete task, to include such items as quality assurance, and customer-service. 3. Ability to address anticipated potential problem areas, and creativity and feasibility of solutions to problems and future integration of new processes and technology enhancements. 4. Degree to which the offerors proposal demonstrates an understanding of logistics, schedule, and any other issues the Government should be aware of. 5. Quality and effectiveness of the Project Management Plan and allocation of personnel and resources. B PAST PERFORMANCE The organizations history of successful completion of projects; history of producing high-quality reports and other deliverables; history of staying on schedule and within budget. The quality of cooperation (with each other) of key individuals within your organization, and quality of cooperation and performance between your organization and its clients. 3. The organization's specific past performance on prior similar efforts specified within this SOW. C.PERSONNEL QUALIFICATIONS. The currency, quality and depth of experience of individual personnel in working on similar projects. Similar projects is meant to convey similarity in topic, dollar value, workload, duration, and complexity. Quality and depth of education and experience on other projects which may not be similar enough to include in response to C.1. (Immediately above) but may be relevant. 3. The currency, quality and depth of how the Project Director will supervise and coordinate the workforce. D. ORGANIZATIONAL EXPERIENCE 1. Evidence that the organization has current capabilities; and for assuring performance of this requirement. Evidence of supporting subcontractors, consultants and business partners will be considered. 2. Appropriate mix and balance of education and training of team members. E. COST. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFQ, provides an overall best value to the Government, technical evaluation factors, and cost considered. The Government's objective is to obtain the highest technical quality considered necessary to achieve the project objectives, with a realistic and reasonable cost. Technical evaluation factors are more important than cost; however, between proposals that are evaluated as technically equal in quality, cost will become a major consideration in selecting the successful Offeror.
