Description
This is a combined synopsis/solicitation subject to the - availability of funds - for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is issued as a Request for Quotation (RFQ) Number CRBM_10300000. Department of Transportation Maritime Administration, Beaumont Reserve Fleet (DOT/BFR), has a requirement for an unarmed security guard at DOT/BFR, Beaumont, TX in accordance with the Scope of Work (SOW). BID Schedule: Contract Line Item Number(CLIN) CLIN 0001: Security Guard Scope of Work: (1) Period of performance will be November 1, 2002 through September 30, 2002. (2) Guard duty hours will be 24/7. (3) Guard will be unarmed. (4) Contract Guard shall meet minimum license qualifications within the State they are working in. (5) Service provider is to provide pass-badges (laminated, clip-on type, badges will consist of four colors, two of which will define contractors, and two of which identify ship managers and marine surveyors)(6) Guard will perform the following duties: (a) Guard will check identification of all personnel entering the DOT/BFR. (b) Guard will ensure all personnel entering the DOT/BFR sign in and sign out. (c) Guard will ensure that all DOT/BFR contractor/non-contractor personnel are issued a badge number and life vest for fleet visit. (d) Guard will ensure that all visitors park their vehicles in designated areas. (d) Guard shall be stationed at the sheltered main entry point and visible at all times. (e) All vehicles will be inspected prior to entering the DOT/BFR and consistent with Force Protection Condition in place for the installation, or DOT/BFR. (f) At the beginning of each duty day the guard will conduct a visual inspection of the DOT/BFR Admin office and general vicinity of the primary entry point. (g) Guard will not leave the post unless properly relieved. Lunch breaks shall be taken only with proper relief, and last no more than 30 minutes. (h) Guard maintains law and order and preserves the peace of the DOT/BFR. (i) Guards will immediately log and report any illegal or suspicious activity to the DOT/BFR Superintend, and/or Admin supervisor. (j) Guard protects property against such hazards as fire, theft, damage, accident, or trespass. CLIN 0002: Option Year FY 04, CLIN 0003: Option Year FY 05, CLIN 0004: Option Year FY 06, CLIN 0006: Option Year FY 07. (NOTE: Maritime Administration reserves the right to reject any and all information and to cancel the security service at anytime during the 90-day trail period with twenty four (24) hour advance notice). The price quote shall include a completed FAR Clause 52.212-3 Offeror Representations, and Certifications-Commercial Items. The following clauses will be included in the award: FAR 52.212-1, Instructions to Offerors-Commercial Items, language within this clause regarding submittal of the SF-1149 is not applicable. FAR 52.212-2, Evaluation-Commercial Items applies to this solicitation. Fill-in for paragraph A of 52.212-2 is: lowest price for services required. FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions required to implement Statutes or Executive Orders-Commercial Items. The following clauses under 52.212-5 will apply: (b) (11), (12), (13), (14), (15), and (c) (1), (2), (4). DFARS 252.204-7004, Required Central Contractor Registration.
