Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in the RFI. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this RFI. In April 2002, the Air Force Director of Intelligence, Surveillance, and Reconnaissance (USAF/XOI) initiated an effort to modernize the Air Force's precise positioning capabilities. Precise positioning is the process of accurately locating a point relative to the Earth's surface and deriving latitude, longitude, and elevation information. The precise positioning process is a key prerequisite for the employment of precision-guided munitions (PGMs). The goal of the Air Force modernization effort is to dramatically increase the speed and accuracy of the precise positioning process to support the fielding of the next generation of precision munitions. As part of this effort, the Air Force Command and Control, Intelligence, Surveillance, and Reconnaissance Center (AFC2ISRC/INO) is seeking white papers and industry concepts from contractors regarding existing capabilities and emerging technologies that would contribute to achieving the Air Force precise positioning modernization goals. Of particular interest is information and concepts for automated registration of national and tactical imagery to NIMA's Digital Point Positioning Database and other national imagery products to support derivation of Coordinate Seeking Weapon (CSW) quality target coordinates within single digit minutes of image receipt. Objective capabilities will support the development of a workstation application that could be seamlessly integrated into the Air Force's existing Distributed Common Ground System (DCGS) and Theater Battle Management Core Systems (TBMCS) system architectures and generate precise geo-coordinates and confidences data (error estimates) using national technical means, U-2, RQ-1 Predator, and RQ-4 Global Hawk imagery sensors. Companies with an existing capability or emerging technology that would contribute to achieving the Air Force precise positioning modernization goals are encouraged to respond. Your response should provide a description of the capabilities as well as a description of how the concept could be implemented within the Air Force to achieve or exceed the Air Force's objectives. Respondents to this RFI should identify their company name, address, email, telephone number and a POC. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. Please provide the requested information not later than 21 October 2002.
