Description
OFAS Application Support The National Archives and Records Administration (NARA) is conducting a market survey to identify sources with the capability of providing 7x12 (seven days, 12 hours a day) application/help desk support, documentation support, and maintenance services for its order fulfillment and accounting system. We are requesting that each vendor provide a capability statement, past performance history of similar work, and other information. Any information submitted will not be returned. The purpose of this sources sought announcement is to assist the Contracting Officer in determining the availability of sources and how the acquisition will be acquired. All documents must be e-mailed to latoshia.madden@nara.gov no later than 4:00pm on October 11, 2002. All inquiries regarding this announcement must be in writing and emailed to the address noted above. No telephonic inquiries or responses will be processed. The required services include: Application support, including help desk support, which involves providing responses for Microsoft Great Plains, Compass Technologies, Microsoft NT, and SQL related questions (including, but not limited to, underlying technologies such as PC Charge by Go Software and customized software applications utilizing Dexterity, VB, XML, Citrix, and Commerce server). Dedicated, on-site (at College Park, MD) support will be required 7:00AM thru 7:00PM, Monday thru Thursday, 7:00AM-4:00PM, Friday. Support requests initiated after standard support hours (including Federal holidays, except July 4th, Thanksgiving, Christmas and New Year's Day) may be made by telephone or email. On-site application support includes assisting NARA staff with end of year closings, reconciliation and routines (creation of standard operating procedures), purges, paid transaction removal (PTR), and generation and consolidation of SQL scripts. Help Desk services are limited to installation/update related issues, frequently asked questions (FAQ's) commonly experienced problems and simple task/process instructions. Maintenance support for OFAS software and hardware, which involves providing dedicated on-site technical support engineer(s) to monitor and maintain the OFAS software and hardware, including all servers and software attached to the OFAS HP4000 switch on the NARA network for both OFAS production and test. Technical support tasks include OFAS database administration, preventive maintenance, system monitoring (tools to be provided by NARA), maintaining the test bed, scheduling the test bed, maintaining anti-virus software, performing system backups and recovery, maintaining previously developed OFAS system documentation, facilitating software and hardware upgrades of the OFAS production and test bed, responding to hardware related help desk calls, applying minor software upgrades, service packs, hot fixes, operating system upgrades and minor software enhancements, and participating in weekly NARA IT status meetings. Support Engineers will have documented training and experience in the programming environments identified in the table below. OFAS and Customization Support Requirements Dexterity Visual Basic ASP / MS Front Office / XML Citrix / Load Balancing Commerce Server Response time (i.e., providing NARA with a specific approach for resolving issues presented through the NARA help desk) for support calls during standard support hours within 2 hours. For support calls placed outside the standard support hours, response time within 4 hours. Documentation and Upgrade support, including: Backup and Recovery Plan for OFAS Strategic Plan Development Hardware Replacement Plan Software Review for SQL Server 2000 Upgrade Security Plan OFAS Systems Support Skills The following list outlines the most critical technologies incorporated in the National Archives Order Fulfillment and Accounting System and the background required to effectively support the solution. Microsoft NT4.0/2000 Server and Network administration (High) *MCSE Microsoft Terminal Server-Thin Client Technology (High)*CNA Citrix Metaframe (High) Database Administration (High)*MCDBA Microsoft SQL Server 7.0/2000 (High) Microsoft Scripting i.e. Login Scripts and Automated Tasks (Medium) NT Server Optimization and Capacity Planning (Medium) Archserve Backup Utilities (Medium) Win98 Administration - System and User Policy Configurations (Medium) Remote Trouble Shooting and Network Systems Support (Medium) Great Plains Accounting and Point of Sale Applications (Medium) Microsoft Internet Information Server 5.0 (High) Microsoft Site Server Commerce Edition (Medium) Great Plains eCommerce Front Office Solution (High) Great Plains BDX Server Solution (High) XML Document creation and processing (Medium) Web based security considerations and implementation (Medium) Active Server Page (ASP) + JavaScript + VBScript (Medium-High) Microsoft Visual Basic programming (High) **Bonus Crystal Reports (Medium-High) MCSE/NT is required and MCSE/2000 is preferred. Significant experience with client server applications utilizing SQL Server 7.0/2000. Significant practical experience with a multi-server Microsoft based solution. OFAS Functional Support Skills A minimum of a BA/BS in accounting must have 2 years of accounting experience with Accounts Receivable, General Ledger, Bank Reconciliation and Inventory. Experience with Point of Sale systems and Order Fulfillment processes are desirable. Experience with Microsoft Great Plains Dynamics or eEnterprise using the G/L, A/R, Bank Rec., Inventory and SOP modules. Great Plains certification preferred. Knowledge of writing Microsoft SQL server scripts and report writing within Crystal Reports.
