Description
The U.S. Department of Housing and Urban Development (HUD) is issuing Request for Quotations Number R2RB0008 in support of the HUD headquarters, Office of Policy Development and Research (PD&R). This procurement is for a fixed-price contract under the Federal Acquisition Regulations (FAR), Simplified Acquisition Procedures (SAP) not to exceed $100,000, to evaluate residential finance in the colonias. The contractor will identify various barriers to financing housing in the colonias, and also analyze prospective residential financing mechanisms for use in the colonias. The contractor will be expected to document the types of financing mechanisms currently in use and to analyze their respective advantages and disadvantages for financing owner-occupied or rental housing in these areas. This is a new acquisition. There is neither a current contractor performing this work nor historic data available concerning this procurement. The proposed Purchase Order is for a study to be completed within 12 months. This solicitation is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 541720, and the size standard is $6 million average annual sales for the last three years (See Numbered Note 1). Solicitation package will be available on or about August 12, 2002. Quotations will be due on or about August 30, 2002.
