Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 13.5 - TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. The NAICS code for this procurement is 541511, small business size standard is $21m. The National Institute of Standards and Technology (NIST) has a requirement for a web-based software package, and all necessary customizations, that will manage 360vu brand consistency, and provide communication tools for nationwide staff. Basic Requirements for the 360vu Brand Assets Creation/Management Tool - The following is a list of initial requirements for the tool: Must be scalable/flexible, able to be augmented by other contractors, if necessary; Must be easy to migrate to other servers (this should be addressed as an option in the proposal with cost break-out); Must be fast (all pages should load in 10 seconds or less over a 56x modem); The entire site (every database) must provide random search capability by subject or word; Must be a secure site; Must enable Administrators to grant different levels of access privileges to users by categories (i.e., vendor, standard, administrator, etc.); Must offer a Help function that explains how to use the tool and resources to contact; Must enable formatting to print pages on demand; Must be compliant with Section 508 of the Rehabilitation Act as applicable; Must provide tracking/logging of use by number of visits per user, average visit length per user, total number of downloads from site, total site visits, and the average visit length as well as specific downloads and usage for each user; and Must enable archiving of all brand assets. BASIC REQUIREMENTS OF THE CONTRACTOR The Contractor must: Be a company whose core business is brand development along with digital brand management/software solutions; and Make a project management extranet site (demo site) available for NIST MEP to review all work. Offerors/quoters must meet the requirements of the following solicitation document, which is an attachment located at www.fedbizopps.gov under solicitation number SB1341-02-R-0052.
