Description
This is a combined Synopsis/Solicitation for Commercial Items prepared in Accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This Announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation No. WG53 is issued as a request for Proposal (RFP) and a contract will be awarded using FAR Part 13, Simplified Acquisition procedures. (iii) This solicitation document and incorporated provisions and clauses are those in effect through (FAC) 01-09, dated August 30, 2002. (iv) This is a full and open procurement for television production training for international broadcasters under NAICS 61, Educational Training. (v) The Broadcasting Board of Governors/International Bureau of Broadcasting (BBG/IBB), has a requirement for a Contractor to conduct voice and on-air presentation coaching and group workshops on professional voicing and on-air presentation skills for Voice of America (VOA) and other international broadcasters at IBB headquarters, 330 C Street, SW, Washington, DC 20237. The requirement is twofold as follows: Line Item 1) develop, implement and evaluate one-on-one coaching sessions for international broadcasters on voicing and on-air presentation skills, quantity 1 each; Line Item 2) develop, implement and evaluate small group workshops on voicing and on-air self-presentation skills, quantity 1 each. Additional quantities of each line item may be purchased during each year of contract up to a maximum of 12 items. (vi) Offerors are herein requested to submit written proposals containing price and technical capabilities/experience information for conducting the training as outlined below. The contractor shall 1) Design one-on-one coaching sessions on broadcast voicing. 2) Implement and evaluate one-on-one sessions on broadcast voicing. 3) Design small group workshops about on-air presentation and appearance. 4) Implement and evaluate small group workshops about on-air presentation and appearance. 5) Prepare and present to the Training Development Division a report on the progress of the one-on-one sessions and group workshops. The development and delivery of the training shall be coordinated with in-house BBG/IBB training specialists. The Training and Development Division will monitor all work under resultant contract. The Contractor shall supply all personnel, materials, equipment, and transportation etc. required to perform work described herein. The Contractor shall prepare an overall plan of performance for the services to be delivered. The plan shall include how the Contractor shall provide the one-on-one sessions and workshops. The plan shall outline how international broadcasters will learn to improve their on-air delivery skills. For illustrative purposes only, a typical training session should not last more than two hours. Required training sessions shall be prepared for Training and Development Division review and concurrence in advance and meet the following stated requirements: 1. Cover the topics mentioned above in a manner consistent with broadcast standards. 2. Sessions shall focus on on-air performance. 3. Sessions shall include handouts and other materials that participants can use for future reference. 4. Training shall be conducted in IBB headquarters facilities in Washington, DC. The training shall be delivered in two formats: individual coaching sessions and group workshops. On an as needed basis, the Contractor shall be requested to provide one-on-one coaching sessions with broadcasters at IBB. These sessions shall focus on improving on-air presentation skills. Emphasis shall be placed on effectively using the voice in broadcast presentations. Each session shall last no longer than 2 hours. The Contractor shall analyze each participant's vocal ability to determine if they have problems with or need to improve their vocal abilities. The Contractor shall review participant's audio and videotapes and critique them with the participant. The Contractor shall coach the participant on how to improve their deficiencies and maximize their best qualities in on-air presentation. After addressing the areas of improvement that are needed, the Contractor shall provide the participant with exercises and routines that will assist the participant in improving their vocal abilities. The Contractor shall also provide handouts and other material that the participant may use for future reference. When needed, the Contractor shall also provide one-on-one coaching sessions on how to look professional on television. Such coaching shall address how to appear as a news reporter or anchor, talk show host, or other on-air talent. Topics to be addressed shall include make-up, hairstyles, body movement and overall appearance on the set. Each session shall last no longer than 2 hours. The Contractor shall analyze each participant's on-camera presence to determine if they have problems with or need to improve their appearance. The Contractor shall review participant's videotapes and critique them with the participant. The Contractor shall coach the participant on how to improve their deficiencies and maximize their best on-air presentation abilities. After addressing the areas of improvement that are needed, the Contractor shall provide the participant with exercises and routines that will assist the participant in improving their on-camera presence. The Contractor shall also provide handouts and other material that the participant may use for future reference. Although the primary task of the Contractor shall be to conduct one-on-one coaching, when needed, the Contractor shall be requested to conduct workshops with small groups of IBB broadcasters. These workshops shall be no longer that 2 hours each. Each workshop shall have no more than 15 participants. The purpose of such workshops shall be providing groups of IBB broadcasters with information that will help them enhance their on-air capabilities. Typical workshops shall focus on different approaches to vocal expressiveness. Sessions shall cover a technical approach for effectively reading news scripts. The workshops shall deal with interpersonal communication approaches, focusing on the listener, and gaining conversational style. Individual vocal evaluation, vocal health and individually designed vocal exercises shall be included in this training. A typical workshop shall provide information and exercises on how to enhance vocal abilities and improve on-camera appearance. As a follow up to the workshop, the Contractor shall provide one-on-one sessions with workshop participants as needed and requested by the Training and Development Division. The following reports shall be prepared and submitted to the Training and Development Division in accordance with each specified requirement below: 1. Contractor shall submit a draft Report Format within two weeks after award of the contract by the Government. The Training and Development Division will review and recommend changes to the draft format. After the requested modifications have been made, the Training and Development Division will approve the report format for use during the performance of the contract. 2. A formal quarterly report shall be submitted within ten days after each quarterly period following the effective date of the contract. Using the approved report format, the quarterly progress report shall state the progress made, difficulties encountered during the reporting period and remedial action taken. A contract award will be made by the contracting officer based on: A) the offeror's Technical Capabilities/Experience (for which there are four (4) equally weighted subcriteria); and B) the offeror's Price Proposal. Of the two Selection Criteria, Technical Capabilities/Experience is the significantly dominant criterion over the price criterion. The Technical Capabilities/Experience subcriteria are as follows: 1. The Contractor shall have past experience in training professional broadcasters to be effective on-air presenters. 2. The Contractor shall have demonstrated ability to work with participants from diverse cultural and ethnic backgrounds and have experience with international broadcasting. 3. The Contractor shall have knowledge of speaking and delivery patterns of persons from a wide variety of language groups. 4. The Contractor should have knowledge of and be able to identify speech pathologies that may need to be corrected by speech professionals at the Broadcasting Board of Governors/International Broadcasting Bureau facilities in Washington, D.C. (vii) The period for performance shall be for one (1) year with four (4) available one-year option periods. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items is hereby incorporated by reference. Offerors are reminded to identify and submit their DUNS number with their proposal. Offerors responding to this solicitation shall submit the following items to the contracting office: (1) Technical proposal that demonstrates the offeror has previously and successfully delivered similar or same services. (2) Detailed narrative explaining offeror's approach to meeting the specifications of this requirement, including and estimated time schedule for completion. (3) Price Proposal. (4) Past Performance information showing a list of work with point of contact, telephone and facsimile numbers, description of project, schedule, price and date completed. (ix) FAR provision FAR 52.212-2 Evaluation of Commercial Items applies to this acquisition. The Government will award a firm-fixed price (FFP) contract resulting from this RFP to the responsible offeror whose offer conforming to the RFP will be most advantageous to the Government based on technical, price, past performance and other factors. (x) Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. Proposals must also include prompt payment terms and correct remittance address, if different from mailing address. (xi) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items applies to this acquisition with no addenda to the clause. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items, including subparagraphs (b)(3,6,7,8 and 9) applies to this acquisition as well as the following clauses contained within FAR Clause 52.212-5; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.225-3, Buy American Act-North American Free Trade Agreement-Israeli Trade Act (41 U.S.C. 10a - 10d, 19 U.S.C. 3301 note, 19 U.S.C. 2112 note). (ii) Alternate I of 52.225-3,(iii) Alternate II of 52.225-3. 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332). (xiii) 52.232-19 Availability of Funds for the Next Fiscal Year applies to this procurement. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this acquisition; (xv) Numbered Note 1 applies to this procurement which states "the proposed procurement is 100% set aside for small business concerns". (xvi) Failure to provide any of the above-required items may result in the rejection of your proposal.
