- 17. This is a Combined Synopsis/Solicitation for Commercial Items prepared in Accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This Announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation No. WG54 is issued as a Request for Proposal (RFP) and a contract will be awarded using FAR Part 13, Simplified Acquisition procedures. (iii) This solicitation document and incorporated provisions and clauses are those in effect through (FAC) 01-09, dated August 30, 2002. (iv) This is a full and open procurement for television production training for international broadcasters under NAICS 61, Educational Training. (v) The Broadcasting Board of Governors/International Bureau of Broadcasting (BBG/IBB) has a requirement for a Contractor to conduct television production training of broadcasters at IBB headquarters, 330 C Street, SW, Washington, DC 20237. The specific line items are defined in part iv, below. This section is for Offerors to provide line item pricing. The line items are: Class No.1, Quantity 1 Ea.; Class No.2, Quantity 1 Ea.; Class No.3, Quantity 1 Ea.; Class No. 4, Quantity 1 Ea.; Class No. 6, Quantity 1 Ea.; Class No. 7, Quantity 1 Ea.; Class No. 8, Quantity 1 Ea.; Class No. 9, Quantity 1 Ea.; Class No. 10, Quantity 1 Ea.; Additional quantities of each line item may be purchased during each year of the contract up to a maximum of 12 items. (vi) The Contractor shall develop, implement and evaluate television production courses for international broadcasters at the IBB. The Contractor shall: 1. Design a series of television production courses for international broadcasters. 2. Implement and evaluate a series of television production courses for international broadcasters. 3. Prepare and present to the Training and Development Division a progress report on a series of television production courses for international broadcasters. This training is intended to help facilitate the production of IBB's television programming. The Contractor shall be responsible for training international broadcasters at IBB in television production, voice and television presentation, camera operation, story writing, production, editing, interviewing, and other relevant topics. The training shall enable participants to produce air-quantity television programs for international transmission. The training shall be designed to take into account the fact that many of the participants have spent a considerable amount of time with radio broadcasting and little or no time with television broadcasting. The training shall also be designed to accommodate participants from diverse cultural backgrounds who may be targeting their productions to many difference countries around the world. The Contractor shall supply all personnel, materials, equipment, and transportation. The Contractor shall prepare on overall plan of performance for the services to be delivered. The plan shall explain how the Contractor shall provide the television production classes. The plan shall outline how international broadcasters will learn to improve their television skills. The plan shall also explain how the classes will be evaluated. The Contractor shall provide a series of classes that train IBB personnel to produce television broadcasts. The training shall specifically address: the basics of television production, preparing stories for television, effective use of cameras to gather material, using the Digital Video Camera, shooting interviews, editing tape, and producing complete news stories for television. The development of the training shall be coordinated with in-house BBG/IBB training specialists. The Contractor shall present ten classes according to the following requirements: Class No. 1 shall be a two-hour class for 15 participants or less. This class is intended for IBB broadcasters who need to enhance their basic TV production skills. This class shall cover how to collect video and scripts from different sources such as libraries, video feeds and the Internet. The Contractor shall provide video clips that illustrate points made within the class presentations. The Contractor shall focus on working with a cameraperson in the field as well as editors who work on final stories. Class No. 2 shall be a three-hour class for 15 participants or less. This class is intended for IBB broadcasters who need to enhance their TV production skills. The Contractor shall teach the fundamentals of script writing and visual storytelling. The Contractor shall provide television packages that illustrate good and bad examples of visual storytelling. The Contractor shall teach the participants to create their own scripts and story packages. The Contractor shall teach participants to use pictures to tell a story, use sound to enhance a story and how to integrate all elements in into an effective script. Class No. 3 shall include three, three-hour sessions for no more than 5 participants. This class is intended for IBB broadcasters who need to enhance their skills in preparing TV stories using video feeds. The Contractor shall teach participants to review videotapes from a footage library and how to log tapes, describe scenes and apply time codes. The Contractor shall also instruct the participants on outlining news stories using video feeds and selecting shots to use in a news story. The Contractor shall teach the participants to prepare scripts with time code. The Contractor shall provide a professional editor for this class. The editor shall illustrate how to edit a story and shall illustrate how the participants can produce an effective final product when working with an editor. Class No. 4 shall include three, three-hour sessions for no more than 5 participants. This class is intended for IBB broadcasters who need to enhance their skills in preparing stories using a camera crew. The Contractor shall instruct participants in how to prepare for a video shoot and work with a crew in the field to shoot video material. The Contractor shall provide an editor who shall edit the material of participants to create final short stories. Class No. 5 shall include three, three-hour sessions for no more than 5 participants. This class is intended for IBB broadcasters who need learn to use the Digital Video (DV) camera. The Contractor shall instruct the participants on how to operate the camera using videotape. Lessons on camera operation shall include framing shots, manual focusing, and proper light exposure. The Contractor shall provide the participants with classroom exercises as well as field trip shoots. The Contractor shall screen review and critique material shot in the field by the participants. Class No. 6 shall include two, three-hour sessions for no more than 5 participants. This class is intended for IBB broadcasters who need to learn to capture high quality sound when using the DV camera. The Contractor shall instruct the participants on how to use professional microphones with the DV camera. The Contractor shall provide the participants with classroom exercises as well a field trip to collect sound with microphones attached to the DV camera. The Contractor shall screen review and critique audio and video material captured in the field by the participants. Class No. 7 shall include three, three-hour sessions for no more than 5 participants. This class is intended for IBB broadcasters who need to learn to shoot live interviews using the DV camera. The Contractor shall instruct the participants in how to set up and shoot the live interview. The Contractor shall also teach the participants to shoot cut away and B-roll material in the filed. In the classroom, the Contractor shall teach the participants to use scripts, logs, and video material to script a short story. The Contractor shall provide a professional editor to edit the material of the participants in order to complete a final interview story. Class No. 8 shall include six; 3-hour classes for no more than 5 participants. This class is intended for IBB broadcasters who need to learn to create short feature stories. The Contractor shall instruct the participants on how to produce character-driven feature stories. The Contractor shall provide guest video journalism reporters who will discuss their work and how to shoot action material. The Contractor shall discuss the difference between feature stories and hard news stories. The Contractor shall also provide instruction on how to use sound to enhance a story and pictures to tell a story. The Contractor shall teach participants to shoot and edit their own stories in the field and write scripts for those stories in the classroom. The Contractor shall provide a professional editor to work with participants on producing the final story. The Contractor shall discuss and analyze each participant's story and critique it and give recommendations on character development, use of sound and visual elements. Class No. 9 shall include two; three-hour classes for no more than 5 participants. This class is intended for IBB broadcasters who need to enhance their skills and abilities as television producers. The Contractor shall focus on how to produce an effective television program that contains all of the elements of a good program. The Contractor shall provide instruction on good pacing, organizing story elements in a logical order as well as effective use of visual elements such as graphics. The Contractor shall provide producers who work at the network level to give instruction during this class. Class No. 10 shall include three; three-hour classes for no more than 5 participants. This class is intended for broadcasters who need to enhance their skills in Digital Videotape (DV) editing. The Contractors shall provide instruction on DV editing, logging, scene description and time code. The Contractor shall also provide instruction on outlining stories from footage and selecting shots. The Contractor shall also provide a professional editor to edit participants final productions. The Contractor will critique participants' final productions and provide feedback and recommendations for improvements. The television production training classes shall be prepared for Training and Development Division review and concurrence in advance and meet the following stated requirements: 1. Cover the topics mentioned above in a manner consistent with professional broadcast standards. 2. Sessions shall focus on air-quality TV production. 3. Sessions shall include handouts and other materials that participants can use for future reference. 4. Training shall be conducted in IBB headquarters, 330 C Street, SW, Washington, DC 20237. The following reports shall be prepared and submitted to the Training and Development Division in accordance with each specified requirement below. 1) The Contractor shall submit a draft Report Format within two weeks of the start of the contract. The Training and Development Division will review and recommend changes to the draft format. After the requested modifications have been made, the Training and Development Division will approve the report format for use during the performance of the contract. 2) A formal quarterly report shall be submitted within ten days after each quarterly period following the effective date of the contract. Using the approved report format, the quarterly progress report shall state the progress made, difficulties encountered during the reporting period and remedial action taken. A contract award will be made by the contracting officer based on: A) the offeror's Technical Capabilities/Experience (for which there are three (3) equally weighted subcriteria); and B) the offeror's Price Quotation. Of the two Selection Criteria, Technical Capabilities/Experience is the significantly dominant criterion over the price criterion. The Technical Capabilities/Experience subcriteria are as follows: 1. Offerors shall have past experience in training professional broadcasters to be effective producers of television programs. 2. Offerors shall have demonstrated ability to work with participants from diverse cultural and ethnic backgrounds and have experience with international television broadcasting. 3. Offerors shall have knowledge of speaking and delivery patterns of persons from a wide variety of language groups. (vii) The period for performance shall be for one (1) year with four (4) available one-year option periods. (viii) The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items is hereby incorporated by reference. Offerors are reminded to identify and submit their DUNS number with their proposal. Offerors responding to this solicitation shall submit the following items to the contracting office: (1) Technical proposal that demonstrates the offeror has previously and successfully delivered similar services. (2) Detailed narrative explaining its approach to meeting the specifications of this requirement, including and estimated time schedule for completion. (3) Separate Price Proposal. (4) Past Performance information showing a list of work with point of contact, telephone and facsimile numbers, description of project, schedule, price and date completed. (ix) FAR provision FAR 52.212-2 Evaluation of Commercial Items applies to this acquisition. The Government will award a firm-fixed price (FFP) contract resulting from this RFP to the responsible offeror whose offer conforming to the RFP will be most advantageous to the Government based on technical, price, past performance and other factors. (x) Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items. Proposals must also include prompt payment terms and correct remittance address, if different from mailing address. (xi) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items applies to this acquisition with no addenda to the clause. (xii) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders--Commercial Items, including subparagraphs (b)(3,6,7,8 and 9) applies to this acquisition as well as the following clauses contained within FAR Clause 52.212-5; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity (E.O. 11246); 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans (38 U.S.C. 4212); 52.225-3, Buy American Act-North American Free Trade Agreement-Israeli Trade Act (41 U.S.C. 10a - 10d, 19 U.S.C. 3301 note, 19 U.S.C. 2112 note). (xiii) 52.232-19 Availability of Funds for the Next Fiscal Year applies to this procurement. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating is not applicable to this acquisition; (xv) Numbered Note 1 applies to this procurement which states "the proposed procurement is 100% set aside for small business concerns". (xvi) Failure to provide any of the above required items may result in the rejection of your proposal.
