- Performance-Based Services Acquisition (PBSA) Thurs Nov 14, 2002; $450 before Nov 7; $550 after and at the door. Please register by calling the receptionist of the Procurement Technical Assistance Program at 703-277-7700. Space is limited. Time 8:00am-4:00pm; George Mason University Fairfax Campus-Mason Hall. The instructor is Vance Sage. This one-day seminar provides a complete introduction to the core concepts of PBSA; its purpose, benefits, challenges and lessons-learned. More than a simple overview or survey course, this one-day format provides a full afternoon of practical application in PBSA techniques that cover unique PBSA features which impact requirements generation, statement of work preparation, source selection, and post-award performance assessment. Performance-Based Services Acquisition (PBSA). What: This one-day seminar provides a complete introduction to the core concepts of PBSA; its purpose, benefits, challenges and lessons-learned. More than a simple overview or ?survey course?, this one-day format provides a full afternoon of practical application in PBSA techniques that cover unique PBSA features which impact requirements generation, statement of work preparation, source selection, and post-award performance assessment. How: The morning seminar will feature senior government and industry practitioners who will provide the context for recent performance management initiatives, upcoming changes in government policies, and lessons derived from a decade of government and industry implementation. PBSA specialists with over 16 years of application experience will facilitate the seminar for GMU. The afternoon session will provide case studies and practical exercises focused on basic how to methods. Why: If you are looking for a good introduction or refresher in PBSA which offers real hands-on guidance to complement all the theory, this is the course for you! Subsequent offerings will build from the current introduction to address other aspects of PBSA such as metrics, process management and reengineering, systems thinking, knowledge management, program management of services, and value stream management. Who: This class is intended for both government and industry service contracts professionals. Given a wide-ranging scope that extends from concepts and management issues/concerns, to fundamental techniques, this class will be of interest to personnel ranging from journeyman to senior management levels. Even experienced practitioners will find benefit in the most recent lessons-learned.
