- The U.S. Department of Commerce, NOAA, intends to acquire services for scientific research. This service is being acquired in support of the Southeast Fisheries Science Center (SEFSC), in Miami, FL. The Government intends to contract with Jose Rivera of Boqueron, Puerto Rico to provide the service referenced. The Government only knows of one contractor for this service. The contractor will provide coverage for the Caribbean region in terms providing scientific and technical support, coordinating research programs, participating in critical research activities, and seeking appropriate advice from other assets in the southeastern region. The specific purpose of this contract is to provide an onsite liaison in Puerto Rico for the SEFSC. The contractor will perform tasks for the National Marine Fisheries, Protected Resources and Biodiversity Division, Miami, Laboratory, SEFSC. The contractor is expected to provide a variety of products that will vary from month to month. The contractor shall provide the following, monthly reports covering the activities in the U.S. Caribbean Region such as research, inter-agency governmental coordination, turtle and marine mammal surveys, Caribbean Fishery Management Council reports, Restoration Activities, and Activity Synopsis. The contractor will prepare and submit research proposals to facilitate critical research on fisheries, habitat, and protected resources. The contractor shall prepare scientific reports and manuscripts for publication appropriate for each research activity. The contractor shall develop an annual plan and proposed budget detailing proposed objectives, projected activities, research, meetings, and activities required to meet objectives. The contractor shall arrange and coordinate an annual meeting dealing with science and policy issues, involving protected resources. The contractor will work in the U.S. Department of Commerce leased facilities in Puerto Rico, currently at the Department of Natural Resources Laboratory in Mayagues. The contractor will be expected to attend scientific meetings in Puerto Rico, the U.S. Virgin Islands, the continental United States, the greater Caribbean region or elsewhere as requested by NMFS. The contractor may be required to participate on oceanographic cruises aboard research vessels or aircraft. The contractor is responsible for arranging all required travel within Puerto Rico. Period of Performance will be from award thru September 30, 2003. The Government does not know of no other qualified source. The intended procurement is for services for which the Government intends to acquire from one contractor under the authority of 41USC253c(1)Any business sources able to provide the specific service referenced are encouraged to respond to this announcement with 15 days after it's publication. This acquisition is being conducted pursuant to the guidelines set forth in FAR part 13. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If no qualified responses are received, the Government intends to contract Jose Rivera for the service referenced. This is a small business set-aside.
