Description
NA The Project portion in Martin County provides for the placement of approximately 561,500 cubic yards of sand on 4.2 miles of beach from R?1 (County Line) to R?26.2. This segment of the project will be set up with a base bid and two options. The base bid is located along the northernmost 3.75 miles of beach and requires approximately 460,000 cubic yards of fill. Option A (91,000 cubic yards) adds approximately 2,000 feet south of the base bid and Option B (10,500 cubic yards) is an additional 600 feet. The b each is to be constructed to have a bean width of 90 feet at Elevation 9.1 mlw and a protective dune at Elevation 13.6 mlw. The foreshore slope will be constructed on a 1 vertical on 10 horizontal slope. Option B includes construction of a dune beginning a t Elevation 5.1 mlw to top of existing dune. The borrow area is located approximately 1.25 miles east southeast of the project area. The Ft. Pierce segment is located about 16 miles north of the Martin County project area. It includes the placement of appr oximately 406,500 cubic yards on 3,000 feet of beach just south of Ft. Pierce Inlet. Two options (Option C and Option D) cover this portion of beach. Option C includes the placement of 313,000 cubic yards on about 2,200 feet of beach and Option D requires 93,500 cubic yards on the remaining 800 feet. The berm width varies along the project at Elevation 10.6 mlw and the construction slope of the fill is 1 vertical on 10 horizontal. The material for the Ft. Pierce segment will come from an offshore borrow are a 3.5 miles southeast of the project site. Magnitude of construction is between $5,000,000.00 and $10,000,000.00. The solicitation will be issued on or about 21 October 2002 and proposals will be due on or about 06 December 2002. Solicitation will be is sued in electronic format only. THIS ACQUISITION IS AN UNRESTRICTED PROCUREMENT. All responsible sources may submit a proposal, which will be considered. There will be a price preference for identified HUBZone small business concerns that comply with the requirements of the solicitation as stipulated in FAR 1 9.1307. Award will be made to the offeror whose proposal represents the best value to the Government. Proposals will be evaluated on technical, price, and past performance. Construction Performance Period for Martin County base with option A & B completed by 30 April 2003 and the Ft. Pierce segment options C & D completed by 30 May 2003.
