- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Solicitation N61339-03-T-0005 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 01-09. The solicitation shall be awarded on a sole source basis to San Diego CAD/CAM. The NAICS Code for this solicitation is 541511 with a size standard of $18.0M. The following items are required: CLIN 0001, On-site upgrade/installation of Computer Aid Design/Computer Aid Machinery (CAD/CAM) software, configuration and post processors for Mastercam Mill Level 3, Solids and Lathe Version 9.0 for nine (9) each computer system and a license for each system; CLIN 0002, Training in accordance with the following Statement of Work to be priced separately as sub-line items; CLIN 0002AA, CNC training for a period of four (4) weeks (20 days). The Government shall provide all tooling and material for this training for each convening. The contractor shall provide four (4) convenings of this course.; CLIN 0002AB, Mastercam V9 Handbook Volume 1 training for a period of three (3) weeks (15 days), to includes eight (8) copies each of NOCTI Mastercam prerequisite test and eight (8) copies of Mastercam Handbook Volume 1 for each convening. The contractor shall provide four convenings of this course. The following Statement of Work (SOW) applies: 1.1 GENERAL DESCRIPTION: It is the declared and acknowledged, intention and meaning to provide and secure services, and incidental related work to perform the following: upgrade / install software and provide training, complete and ready to use, for the Ship Intermediate Maintenance Activities (SIMA), Naval Fleet Concentration area of San Diego. 1.2 DETAILED WORK DESCRIPTION: 1.2.1 SOFTWARE: 1.2.1.1 The contractor shall provide on-site upgrade / installation of Computer Aid Design / Computer Aid Machinery (CAD/CAM) software, configuration and post processors for Mastercam Mill Level 3, Solids and Lathe Version 9.0 for nine (9) each computer system and a license for each system. 1.2.1.2 The contractor shall provide a commercial warranty for a period of one (1) year for all services pertaining to the software and the installation of the software. The contractor shall provide a full time technical support person for on-line / phone communications for technical difficulties. If technical difficulties are not resolved on-line / phone, the contractor shall provide service support on-site within forty-eight (48) hours of service requested. All travel, labor and materials are included under the warranty. 1.2.2 TRAINING: 1.2.2.1 The contractor shall provide CNC training for four (4) weeks (20 days). The Government shall provide all tooling and material for the training for each convening. 1.2.2.2 The contractor shall provide Mastercam V9 Handbook Volume1 training for a period of three (3) weeks (15 days), which includes eight (8) copies each of NOCTI Mastercam prerequisite test and eight (8) copies of Mastercam Handbook Volume 1 for each convening. 1.2.2.3 The contractor shall combine both classes (CNC & Mastercam handbook training) for four (4) each convening?s, for a total of seven (7) weeks (35 days) for each convening. See schedule in paragraph 1.3, period of performance. 1.2.3 GENERAL: 1.2.3.1 All Occupational Safety & Health Act (OSHA) work standards shall be followed to include but not limited to all federal, state, national and local codes. 1.2.3.2 The contractor shall coordinate all training and installation of software with the POC. 1.3 PERIOD OF PERFORMANCE: The contractor shall accomplish all on-site installation of CNC software on all nine (9) computer systems and testing of software ready for use by October 21, 2002. The contractor shall accomplish training classes as required by the San Diego Fleet concentration area. The contractor shall keep in contact with the POC to see if classes are still on schedule. Class Schedule (subject to change) 28 Oct - 17 Dec 02; 27 Jan - 24 Mar 03; 21 Apr - 16 Jun 03; 21 Jul - 15 Sep 03; 1.4 SAFETY REQUIREMENTS: In performing the contract, the Contractor shall provide for protecting the lives and health of employees and other persons and for preventing damage to property, materials, supplies and equipment in accordance with the latest revision of the U.S. Army Corps of Engineers ?Safety and Health Requirements Manuals? (EM 385-1-1) and ?Occupational Safety and Health Standards? (29 CFR 1910). Prior to commencement of the work, at the Contracting Officer?s discretion, shall meet in conference with representatives from the contractor to discuss and develop mutual understandings relative to the administration of safety, training and installation of software. PART 2 PRODUCTS: Use only Contracting Officer approved parts or materials. PART 3 EXECUTION: 3.1 STATION REGULATIONS: The Contractor and his employees and subcontractors shall become familiar with and obey all applicable Federal, State, Local and Station regulations, including fire, safety, traffic and security regulations. No employee of the Contractor shall be admitted to the work site without satisfactory proof of United States citizenship. The Contractor shall be required to have all appointments, certifications, or licenses required for this work. The Contracting officer may request proof of such certifications or licenses. Delivery shall be made no later than 28 Oct 2002 for CLIN 0001 and according to the SOW Class Schedule for CLIN 0002 training courses to support the Ship Intermediate Maintenance Activities (SIMA), Naval Fleet Concentration area of San Diego ; acceptance shall be made at destination upon delivery. Delivery shall be made FOB Destination. The Government intends to pay by credit card. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5 Deviation, 252.212-7001. FAR/DFARS provisions and clauses can be located at the following site: http://www.arnet.gov/far. The following clauses of DFARS 52.212-7001(b) and (c) apply: 252.225-7001, 252.225-7012, 252.225-7015, 252.227-7037. A completed copy of the following must be included with the quote: FAR 52.212-3, DFARS 252.212-7000 and DFARS 252.225-7000, 252.225-7006, 252.225-7020, 252.225-7035. The following clauses also apply: DFARS 252.204-7004, ?Required Central Contractor Registration,? and FAR 52.227-19 ?Commercial Computer Software -- Restricted Rights.?
