- (I) This is a combined synopsis/solicitation for commercial services prepared in the format in the F.A.R., Subpart 12.6, as supplemented with additional information included in the notice. this announcement constitutes the only solicitation. NO OTHER DOCUMENTS WILL BE ISSUED. (II) This solicitation is issued as Request for quotation (RFQ) 408043S40001. This solicitation document and incorporated provisions are those in effect thru Federal Acquisition circular (FAC) 09, dated 9/30/2002. (IV) This solicitation is set aside 100% for small business. (V) A - Statement of Work: Contractor shall instruct federal inmates in a program which will lead to a one-year certificate in Graphic Design. The curriculum will include Introduction, Layout and Design, Computer Graphics, Sign Making, Engraving, and other subject mutually agreed upon by the contractor and the Education Dept. at the US Penitentiary, Leavenworth. Due to security restrictions, some software programs may be modified by USP computer service staff. The instructor must have experience in the use of graphic design and/or a teaching certificate. The instructor will be responsible for the administration and grading of exams; he/she will also be responsible for the administration and evaluation of live work projects. The certificate program must be accredited by an accrediting agency (e.g., Accrediting Commission, Independent Colleges and Schools, North Central Association of Colleges of Schools, or Accrediting Commission for Trade and Technical Schools). B - Place of Performance: US Penitentiary, 1300 Metropolitan Avenue, Leavenworth KS. C - Availability of Service: Each class will not exceed 12 inmates (48 total for the year). Two (2) sessions per day, Monday thru Friday (if required by the Education Department), 8:00 a.m. to 11:00 a.m. and 12:00 noon to 3:00 p.m., for 52 weeks beginning at date of award. D - Equipment and Supplies: All equipment, supplies and materials will be supplied by the Education Department in the institution. E - Method of Delivery: On-site in the Education Dept. at the US Penitentiary and/or Federal Prison Camp, Leavenworth KS. Instruction to inmates will be provided via lecture, demonstrations, and hands-on according to the instructor's lesson plans (which will have been approved by the Supervisor of Education). F - Inmate Management: The contractor shall adhere to specific rules and regulations of the institution. Inmate attendance in the program is mandatory and absentees shall be reported hourly to maintain accountability. The contractor shall notify the Supervisor of Education, verbally and in writing, of any violations of institution rules on the part of an inmate. G - Institution Security - The contract awardee must successfully complete a background check, urinalysis and an orientation class prior to commencing contract work. The time spent in the orientation class will be reimbursed at the contract rate. (VI) Evaluation Factors: Offers received will be evaluated (in descending order) on technical experience, past performance, and price - price being the least important factor. The contract may be awarded without discussions, therefore, offerors are encouraged to submit their best offers initially. (VII) Performance Period: 52 weeks, beginning at date of award. THIS IS NOT A PERSONNEL APPOINTMENT. The contract awarded will not constitute an employee/employer relationship. The contractor will not be supervised, but will be monitored to determine if the contract terms and conditions are being met. Payment will be made upon receipt of an invoice and a statement from the Education Dept. that contract work is satisfactory. (VIII) FAR provision 52.2121-1, Instructions to Offerors - Commercial Items, is referenced. At paragraph H, Multiple Awards, the contracting officer has determined multiple contracts are NOT applicable. (IX) FAR provision 52.232-33, Mandatory Information for Electronic Funds Transfer Payment applies to this solicitation. In addition, contractor must provide federal tax ID number or social security number PRIOR to award. (XI) Offers must be submitted in the following format: 1560 hours @ $____ per hour. Offers will NOT be accepted by fax. Offers must be received in the contracting office no later than 2:00 p.m., October 24, 2002. Late offers will be rejected, unopened.
