- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000); and (5) 13.5 Test Program For Certain Commercial Items. The Solicitation Number is 1435-04-03-RP-70007. The solicitation is issued as a Request For Proposal (RFP). The United States Department of Interior's GovWorks, an agent on behalf of the United States Department of State, International Information Programs (IIP) bureau, is soliciting proposals for a contractor to write and edit material for the U. S. Department of State's Farsi language websites. The Farsi language websites will be positioned on the International Information Program 's (IIP) bureau websites. The Contractor's duty location will be the US Department of State's offices in Washington, D.C. The Contractor shall be available to work a full-time forty (40) hour week as directed by the IIP office. GovWorks is soliciting a Firm Fixed Price type contract with a base year and four (4) option years. The estimated cost for the base year shall not exceed $100,000. The NAICS code is 541990. SCOPE OF WORK FOR BASE YEAR: The contractor shall: (1) edit and review translations from English into Farsi at all levels of difficulty; material will range from features about life in the United States to official U.S. Government texts and transcripts covering foreign policy, economic and trade issues and international law; (2) translate the Washington File and Electronic Journal into Farsi (please go to <http://www.usinfo.state.gov/> www.usinfo.state.gov to view this site); review and evaluate translations commissioned by other elements of DoS; (3) make detailed examinations of original texts and translations of policy statements, treaties and conventions to: (a) discern and correct discrepancies in meaning and substance; (b) assure consistency ; (c) resolve discrepancies; (4) coordinate distribution of material to be translated to contract translators; edit translations of text by the contract translators; subjects will include trade, foreign policy, media, international debt, development, human rights, disarmament, weapons of mass destruction, history and culture; (5) write original copy in Farsi using U.S. standards of professional, objective reporting; on occasion, translate Farsi into English; (6) prepare Farsi language materials for the Web and e-mail/listserv transmission and transmit that material; prepare and maintain regional subject web pages in Farsi; (7) perform related tasks including: (a) maintain an updated collection of source materials used for translation; (b) recommend new projects and alteration of objectives to achieve program goals; (c) evaluate potential recruits for Farsi language contract translation staff; (d) monitor and account for contracts and payments for Farsi contract translation staff; (e) participate in team and ad hoc programs and projects. SCOPE OF WORK FOR OPTION YEARS: For each of the four options years, the Contractor shall (i) provide the tasks and services described for the base year; and (ii) incorporate feedback from the IIP bureau. HOW TO RESPOND: Offerors must submit a combined Capabilities Statement/Technical Proposal and a separate Firm Fixed Price proposal. The combined Capabilities Statement/Technical Proposal must not exceed twenty-five (25) pages. The separate Firm Fixed Price proposal must not exceed two (2) pages. CAPABILITIES STATEMENT: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing a Capabilities Statement detailing: (1) knowledge of written and spoken Farsi equal to that of a university-educated native speaker of the language; must be fluent in Farsi as currently used in Iran; mastery of English and Farsi that enables Offeror to review and translate an exceptionally wide range of material as cited in this RFP; (2) journalistic skills equal to U.S. standards of professional, objective reporting with emphasis on interpreting American society to foreign audiences, making output interesting, understandable and relevant; (3) skill in resolving linguistic problems such as applying terms of new scientific, economic and technological processes where recent available sources may not provide guidance; ability to translate accurately where sensitive policy issues are involved; (4) familiarity with domestic and international developments as they affect U.S. policy; sensitivity toward and knowledge of the cultural, historical and geographic make-up of the region and countries to which the Washington File is delivered. TECHNICAL PROPOSAL: detail how you plan to approach the base year of the project and tasks; include up to fifteen (15) pages of sample translations into Farsi;. describe how you will approach and manage the project if each of the four option years are implemented. COST PROPOSAL: this will be a Firm Fixed Price type contract. The Cost Proposal must not exceed two (2) pages and must be a separate document from the Capabilities Statement/Technical Proposal. Separate the base year price from the optional four year tasks. Price each of the optional four years. Offerors must submit an original and five (5) copies for both the Capabilities Statement/Technical proposal and the separate Cost Proposal, no later than 4:30 p.m. Eastern Time, October 31, 2002 to the name and address specified for receipt of proposals below. EVALUATION OF PROPOSALS: the following factors are considered more important than price, and will be considered roughly equal in importance: (1) knowledge of written and spoken Farsi equal to that of a university-educated native speaker with fluency in Farsi as currently used in Iran; college level fluency in English; (2) journalistic skills equal to U.S. standards of professional, objective reporting with emphasis on interpreting American society to foreign audiences; (3) ability to write original copy and translate complex material accurately into Farsi as currently used in Iran; (4) ability to review and evaluate translations by others and resolve linguistic problems as described in this RFP; (5) skills preparing Farsi language materials for the Web and e-mail/listserv transmissions, including ability to use current computer hardware and software technologies used to produce, process and transmit web-based material. Between proposals that are evaluated as substantially equal in quality, the price to the Government will be a major factor in selection for an award. The Government may not conduct negotiations so submit your best offer. The Government reserves the right to request an Oral Presentation by the Offeror. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFP, provides an overall best value to the Government.
