Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The following provisions and clauses apply to this acquisition: 1) 52.212-1, Instructions to Offerors-Commercial (OCT 2000); 2) 52.212-3, Offeror, Representations and Certifications-Commercial Items; 3) 52.212-4, Contract Terms and Conditions-Commercial Items (APR 1998), with an addendum; 4) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (AUG 2000); and (5) 13.5 Test Program For Certain Commercial Items. The Solicitation Number is 1435-04-03-RP-70008. The solicitation is issued as a Request For Proposal (RFP). The U.S. Department of Interior's GovWorks, on behalf of the U.S. Department of State, International Information Programs bureau (IIP), is soliciting proposals for a contractor to print an Arabic language monthly magazine aimed at Arab youth. The target audience is 18-35 year olds in the Arab world. The magazine will address the whole Arab world, from North Africa through the Middle East. It will present topics of interest to young people through the lens of the commonalities between their society and ours. The magazine will reflect American values, culture and lifestyle. It is estimated that 50,000 copies of each of the initial four prototype issues will be printed. The actual printing must occur in one of the following Arab countries: Lebanon, UAE, Egypt, Saudi Arabia, Morocco, or Tunisia. The magazine will be sold at newsstands in most Arab countries. The contractor will report directly to the U.S. Department of State, International Information Programs (IIP) bureau, Arabic Magazine Project Manager who is located in Washington, D.C.. GovWorks is soliciting a Firm Fixed Price Contract with a base year and four (4) option years. The base year is for four (4) prototype issues of 50,000 copies each. The option years will consist of 12 monthly magazines of approximately 50,000 copies each issue. The base year price must not exceed $200,000.00. SCOPE OF WORK FOR BASE YEAR: The contractor shall: (1) print the Arabic monthly magazine on the basis of the following criteria: (a)Origination: From PDF files supplied; (b) Extent: 4-page color cover plus 64-68 pages of text matter with color photos and graphics; (c) Text/Photo ratio: liberally illustrated; (d) Printing: Web litho in four process color throughout; (e) Binding: folded, saddlestitched two wires and trimmed three edges to size; (f) Packing: Bulk packed on pallets; (g) Material: Cover on 100 gsm wood-free gloss art paper or 70 gsm near Woodfree art ((NFWA) - Text mater on 60 gsm part-mechanical art paper; (2) print 50,000 copies of the magazine per issue; (3) coordinate print requirements, technical requirements, and scheduling with IIP's Arabic Magazine Project Manager; (4) comply with the monthly schedule set by IIP's Arabic Magazine Project Manager; (5) prepare pallets for pick-up by the distributor in accordance with instructions from IIP's Arabic Magazine Project Manager. The estimated cost for the base year (four prototype issues) shall not exceed $200,000 (two hundred thousand dollars). SCOPE OF WORK FOR OPTION YEARS: (i) For each of the four options years, the Contractor shall print the magazine based on the criteria listed above (1-5); (ii) incorporate feedback from IIP's Arabic Magazine Project Manager. HOW TO RESPOND: Offerors must submit a combined Capabilities Statement/Technical Proposal and a separate Firm Fixed Price proposal. CAPABILITIES STATEMENT: In order to compete for this contract, interested parties must demonstrate that they are qualified to perform the work by providing a Capabilities Statement not to exceed twenty (20) pages detailing: (1)your key personnel and organizational experience in printing high-quality monthly magazines of similar scope and content; (2) past performance including specific references (provide contract number & project description, period of performance, dollar amount, client identification with the point of contact & telephone number) for previous work of this nature that your key personnel or organization is currently performing or has completed within the last three years; submit no more than three (3) samples of past publications; references will be checked. TECHNICAL PROPOSAL: detail how you plan to approach the base year of the project and tasks; include a time schedule indicating benchmarks; specify key personnel, their specific functions and reporting relationships; identify who will be the primary point of contact for this project. Describe how you will approach and print the magazine if each of the four option years are implemented. The Technical Proposal must not exceed twenty (20) pages. COST PROPOSAL: this will be a Firm Fixed Price type contract. The Cost Proposal must not exceed three (3) pages and must be a separate document from the Capabilities Statement/Technical Proposal. Separate the base year price from the optional four year tasks. Price each of the optional four years. Offerors must submit an original and five (5) copies of the Capabilities Statement/Technical Proposal and an original and five (5) copies of the Cost Proposal, no later than 4:30 p.m. eastern time, November 13, 2002, to the name and address specified for receipt of proposals below. EVALUATION OF PROPOSALS: the following factors are considered more important than price, and will be considered roughly equal in importance: (1) experience with printing similar high quality color magazines; (2) quality of printing products and facilities; (3) degree of expertise with projects of similar scope and complexity; (4) demonstrated ability to adhere to strict printing and delivery schedules for projects of similar scope. Between proposals that are evaluated as substantially equal in quality, the price to the Government will be a major factor in selection for an award. The Government may not conduct negotiations so submit your best offer. The Government reserves the right to request an Oral Presentation by the Offeror. CONTRACT AWARD: Contract award shall be made to the responsible Offeror whose offer, in conforming to this RFP, provides an overall best value to the Government.
