- IDT01025005100, Solicitation Period: 7 days, Issue Date: October 16, 2002, Closing Date: October 22, 2002. The Defense Supply Center Philadelphia, General & Industrial Directorate intends to issue an unrestricted solicitation to procure(2) NSNs as follows: 6230-01-357-2175, Flashlight, Finger, Seitz Scientific Industries, Inc (0ST81) P/N FL-5, Annual Demand Quantity 9,700 each and 6240-01-362-4902, Light, Lip Special, Scientific Industries, Inc (0ST81) P/N ML-8, Annual Demand Quantity 10,700 each. This is solicitation is for the placement of a Long Term Indefinite Quantity Contract with a Base Year and four (4) 1-Year 100% Option Periods. This requirement is being solicited I/A/W Federal Acquistion Regulation (FAR), Part 13.5 Test Program for Certain Commercial Items and Federal Acquisition Regulations Reform Act of 1996?. Items referenced in this solicitation shall be priced on an FOB Destination basis in accordance with (IAW) the delivery provisions cited herein. A contract resulting from this solicitation will have delivery orders placed through Electronic Data Interchange(EDI) system. This will be accomplished via a Paperless Order Placement System (POPS). Any resultant contract shall require that the contractor have an Electronic Commerce/Electronic Data Interchange (EC/EDI) system established at or prior to the time of contract award. Proposals received from firms without EC/EDI capability, may be considered by the contracting officer to be ?technically unacceptable?. Offers will be evaluated using automated Best Value System (ABVS). An award will be made on an (all or none) basis. The lot consists of items 0001 and 0002. In order for your offer to be considered, every item in the lot must be priced. The Government will not accept proposals that are sent via e-mail. This solicitation/contract is for delivery to DLA stock locations and Direct Vendor Delivery (DVD). Deliveries will be required to any destinations within the continental United States as shown on each order excluding Alaska and Hawaii. Large Businesses must submit a small business subcontracting plan with their proposals.
