Description
The Air Force Research Laboratory, Information Directorate is seeking sources for software research and development. The program is to develop, demonstrate and transition information technology and systems that may be used to defend the United States, deployed forces, and allies against Air, Space, Surface and Sub-Surface based threats. Threats are defined as missile (both ballistic and maneuvering) and air breathing aircraft, (both manned and unmanned) with the intent to commit a hostile act against friendly forces. Anticipated activities under this effort include: studies and analyses, specification and requirements generation, design, development, integration, engineering, simulation, demonstration, testing and evaluation, quality, security, risk, and interoperability, acquisition, production, installation, familiarization, operation and maintenance. The solicitation is expected to be released no sooner than 20 Nov 2002. When it is issued, the entire solicitation will be issued on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov. Select ?Vendors?, under Acronym, select "USAF", at AFMC, select "Locations", at AFRL, Rome Research Site, select "Posted Dates". All prospective offerors are responsible for monitoring this site for the release of all other information pertaining to this solicitation. The resultant contract shall require a SECRET facility clearance. Foreign firms are advised that they will not be allowed to participate as the prime contractor on this acquisition. Interested large companies shall provide the Contracting Office, no later than 23 October 2002, with a letter of interest. Interested small companies shall provide both a letter of interest and capability information (see numbered note 25). In addition to the statement of capabilities please provide answers to the following questions: (1) Does your company intend to submit a proposal in response to the upcoming solicitation as a prime contractor? (2) How many people does your company employ? and (3) Is your company's accounting system approved by DCAA or DCMC? If not, how would your company financially administer a cost-type contract? Interested parties are required to submit a letter of interest in order to be included on the solicitation bidder?s list and receive future announcements and correspondence automatically. The letter of interest shall include company size status under the North American Industry Code (NAICS) and should indicate if they are a small business, a socially and economically disadvantaged business, a veteran owned business, a service disabled veteran owned business, a woman owned business, an 8(a) firm, a historically black college, or a minority institution. The NAICs code is 541710 and the small business threshold for this code is 500 employees or fewer. Replies to this notice are requested from all qualified businesses. All responses must be received by the office below by 4:00pm, EST, 23 October 2002. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be of ?significant concern? and should be communicated directly to the Contract Specialist, (315) 330-4699. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman does not participate in the evaluation of quotes or in the source selection process.
