MEMORANDUM FOR: ALL POTENTIAL SOURCES FROM: WR-ALC/LBKA 265 Ocmulgee Ct Robins AFB, GA 31098-1647 SUBJECT: Solicitation for Information or Planning Purposes-commercial equivalent of a USAF Standard PDM in support of 4 C-130 K models for the country of Mexico 1. SOLICITATION FOR PLANNING PURPOSES, FAR 52.215-3 (APR 11984)(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and Proposal (B&)) cost, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information (RFI), your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purposes of obtaining budgetary cost information (BCI) for the commercial equivalent of a USAF standard PDM: 1. 2 EACH AIRCRAFT ARE C-130K-30, STRETCH EARLY H MODEL, 26,714 & 22, 115 AIRFRAME HOURS. 2 EACH AIRCRAFT ARE C-130K, EARLY H MODELS, 25,193 & 24,411 AIRFRAME HOURS. The aircraft were manufactured in 1967-1968. All 4 aircraft have 15 engines. HAMILTON STANDARD 54H60, FOUR BLADE PROPELLER, GARRETT MODEL 85-71A GAS TURBINE COMPRESSOR, TWO 1360 GAL WING MOUNTED EXTERNAL FUEL TANKS, AVP67 MAINTENANCE PROGRAM (UK DEVELOPED WITH MARSHALL AEROSPACE). 2. Provide minimal avionics upgrade. Each aircraft has the following avionics MK-10A AUTOPILOT SYSTEM, AD260 GLIDESLOPE RADIO RECEIVER, AD360 RADIO COMPASS, HF-103 SYSTEM 618T RECEIVER 490T COUPLER, ARA-50 UHF DIRECTION FINDER, ARN-72 TACAN, UHF/VHF RADIO SYSTEM ARI 23300/1 & 2, VHF RADIO AD120, UA60 INTERCOM SYSTEM, APN-171V RADAR ALTIMETER, 62M DOPPLER SET, E290 SEARCH RADAR, IFF ARI 23134, C-12 GYRO COMPASS, 9476 DOPPLER NAVIGATION COMPUTER, SAR HOMER SYSTEM BE 373, LTN-92 NAVIGATION SYSTEM, ROCKWELL (STAND ALONE GPS). 3. Provide price for engine overhaul. Quantity to be determined. Please note that funding is not available for this effort. At this point, we have only a need for budgetary information. Your acceptance of this effort is entirely at your discretion. A response by 25 October 02 would be appreciated. If this is not enough time to prepare a budgetary estimate, kindly notify Cheryl J.
