Description
NA DESCRIPTION: The purpose of this topic is to research, design, develop and test a Foliage Penetration (FOPEN) Moving Target Indicator (MTI)/Synthetic Aperture Radar (SAR) intended to operate on rotary wing platforms. The system will be capable of detect ing and tracking dismounted troops and vehicles, in the clear and when masked by heavy foliage from traditional microwave radars. Other desired capabilities include the detection and tracking of low flying, relatively slow moving aircraft and Multiple Roc ket Launcher Systems (MLRS) type munitions. In addition, the system will be able to generate Synthetic Aperture Radar (SAR) imagery when the airframe is moving. The FORESTER will be capable of operating within the Future Combat System Infrastructure. GENERAL INFORMATION: CECOM I2WD, in conjunction with DARPA, is soliciting proposals for the FORESTER system through the Broad Agency Announcement Process. The FORESTER effort is envisioned to be a 41-month effort broken into several phases that will resu lt in the manufacture and test of a prototype system. Phases are broken out as follows: Phase 1: Research, requirements definition, analysis and design up to a Preliminary Design Review. This will be an 8-month effort. Phase 2 Option: Completion of the design, development and test of a prototype system in a static environment, at a selected test site. This will be a 15-month effort. Phase 3 Option: Development, Integration and flight test of a prototype system. This will be an 18 month effort. Contracting Strategy: For Phase 1, The Government intends to award up to two (2) Cost Plus Fixed Fee contracts, based on the availability of funds. These contracts will have priced options for phases 2 and 3. Industry Briefing: DARPA will provide a briefing to potential bidders, scheduled for 16 October in the Washington DC area. Information on the topic, draft Statem ent of Objectives, 16 October 2002 bidders briefing has been posted to BAA DAAB07-00-R-K501 on the IBOP at https://abop.monmouth.army.mil/ibophome.nsf/home?open. Final RFP documents will be posted on the IBOP. A draft Statement of Objectives has been posted against the topic on the IBOP for comment. Comments are due by 25 October 2002. The Government though, is under no obligation to change any of the RFP documents based upon submitted comments. See the IBOP f or additional information. A final RFP is tentatively scheduled to be released by 1 November 2002.
