Description
GSA, FSS intends to establish a "not to exceed" nine (9) month Standing Price Quote (SPQ) for the National Stock Number listed below. This NSN is part of GSA's Stock Program, and will be included in an upcoming formal solicitation to be issued within the next few months. All offers for this SPQ are to be FOB destination. In addition to the normal clauses that apply to GSA stock tool orders, the following clauses apply; 552.225-70 Notice of Procurement Restriction - Hand or Measuring Tools or Stainless Steel Flatware, D-FSS-475 Bar Coding and 552.246-70 Source Inspection applies, D-FSS-468 Non-Manufactured Wood Package Material to European Union (Nov 2001). Award will be based on price and deliver (DARO). The quantity stated below is an estimate based on the last two years usage. UI: EA Procurement History Milbar Co $4.10 Estimated 9 month quantity 2,500 CRIMPING TOOL, TERMINAL, HAND: DESCRIPTION The crimping tool shall be capable of manually crimping insulated solderless terminals and splices sizes #22 to #10 AWG, shearing bolts sizes #10 to #4, and cutting & stripping wires sizes #22 to #10 AWG. The terminal crimping section of the tool shall have a nest of jaws capable of crimping #12 to #10 terminals in one jaw and #22 to #14 terminals in the other jaw(s). The bolt shearing section of the tool shall have five threaded holes for bolts sizes #10-24, #10-32, #8-32, #6-32, and #4-40. The wire cutting section of the tool shall have a 1/4 inch long, minimum, cutting jaw. The wire stripping section of the tool shall have six cavities for wire sizes 10, 12, 14, 16, 18, and 20-22 AWG. The tool shall be marked for function identification and/or size. The tool shall be made of heat-treated tool steel and shall have insulated cushioned grip handles. Overall length of the tool shall be 8 1/2 inches maximum. Electro-Term P/N CT-100, Milbar P/N 22E or 22E43, Klein Tools P/N 1001, Horizon Tool P/N 3035, Amp SuperChamp 696126-1, or equal. Offering on: Manufacturer's Name: ________________Brand_________________ Model or Part No. __________________________________ Packaging for this product is compliant with the U.S. Navy "Plastics Removal in the Marine Environment (PRIME)" program which calls for non-plastic packaging, packing, and associated marking requirements. The definition of plastic shall be in accordance with that given in ASTM D883-00, "Standard Terminology Related to Plastics". ITEM MARKING Mark each item in a permanent and legible manner with manufacturer's part number and name or identifying symbol. PACKAGING One (1) item shall be preserved and packaged in a unit package designed to protect the item against damage during shipment, handling, and storage. PACKING The unit packages shall be packed in a close fitting fiberboard box in compliance with the Uniform Freight Classification and the National Motor Freight Classification requirements of Rules, Item 222, Sec. 3., Minimum 200 or ECT 32. MARKING All unit, intermediate, transport packages and unit loads shall be marked and bar coded for delivery to civilian activities in accordance with FED-STD-123G, dated June 6, 1997, or marked and bar coded for delivery to military activities in accordance with MIL-STD-129N, dated 15 May 1997, as applicable. PALLETIZATION Pallet Configuration: The pallets shall be 48-inch length x 40-inch width, general purpose, four-way entry, flush stringer, double-face non-reversible pallets. Pallet lumber used shall be bark free. Pallet Load Size: The load plus the pallet shall have a maximum height of 53 inches and shall not exceed 2500 pounds in weight. Pallet Load Configuration: The containers or items shall be placed in a suitable pattern to form a stable and balanced load. Palletized loads shall be secured to the pallet to insure that the load arrives intact. Stacking Strength: The pallet plus the load shall be capable of supporting three additional like loads without any product damage and without the load or the pallet collapsing. Vertical, horizontal, or filler reinforcement may be added as necessary to provide strength. Partial Palletized Loads: Less than one-half pallet loads shall not be used for stacking, unless load is balanced on pallet. The partial palletized load shall be used for top loading only. BIDDERS OFFERING OTHER THAN BRAND NAME ITEMS IDENTIFIED HEREIN MUST FURNISH WITH THEIR BIDS ADEQUATE DESCRIPTIVE LITERATURE SO THAT A DETERMINATION CAN BE MADE AS TO EQUALITY OF THE PRODUCTS OFFERED. IN ORDER FOR THE GOVERNMENT TO MAKE AN "OR EQUAL" DETERMINATION OF THE OFFERED PRODUCT(S), THE FURNISHED INFORMATION MUST DELINEATE EACH APPLICABLE CHARACTERISTIC, UNIT OF MEASURE, AND TEST METHOD OF THE OFFERED PRODUCT(S) DIRECTLY CORRELATED TO EACH OF THE REQUIREMENTS DELINEATED IN THE ITEM PURCHASE DESCRIPTION. FAILURE TO FURNISH THIS INFORMATION/LITERATURE WILL RESULT IN THE BID BEING REJECTED AS NON-RESPONSIVE OR MAY BE CONSIDERED AS UNACCEPTABLE FOR AWARD IN A NEGOTIATED PROCUREMENT (SEE GSAR CLAUSE 552.211-70).
