Description
This advertisement is for Architectural-Engineering Services for two types of contracts: (1) SSBD/MSBD (new construction); and (2) Repair and Alteration (R&A) Projects. Separate contracts will be awarded for SSBD/MSBD and for R&A Projects; however, to be considered, a firm must be willing to perform services required under both types of contract. The area of coverage will be postal facilities in Washington DC and the State of Maryland within the Capital District and the Baltimore District covering the counties listed below. At the discretion of the contracting officer, contracts may be awarded separately for services in each district or in both districts combined. Small and Medium Standard Building Design: One or more Indefinite Quantity Contracts for the design, preparation of contract documents, contract administration, and inspection services for new construction projects. The contract will be for a base term of one year, with four one-year renewal options. Individual work orders will be negotiated for each project. Work orders for any one project cannot exceed $250,000. The total contract amount over the five-year period cannot exceed $5,000,000; minimum contract amount is $5,000. Repair & Alteration (R&A) Projects: One or more Indefinite Quantity Contracts for the design, preparation of contract documents, contract administration, and inspection services for repair and alteration projects, including site adapt for modular buildings. The contract will be for a base term of one year, with four one-year renewal options. Individual work orders will be negotiated for each project. Work orders for any one project cannot exceed $250,000. The total contract amount over the five-year period cannot exceed $2,500,000; minimum contract amount is $5,000. Firms that have the qualifications to perform the services described previously are invited to submit a completed SF-255, Architect-Engineer and Related Services Questionnaire for Specific Project; a completed SF-254, Architect-Engineer and Related Services Questionnaire; and a completed SF-254 for each proposed consultant. Firms must also submit a statement that addresses the following questions: (1) How long has the "technical team" been working together? Provide resumes on the members of the technical team, as well as details on how the technical team will be structured and managed. (2) What experience does the technical team have in the area of sustainable development? Provide information on specific projects. (3) What experience does the team have in downtown renovations? Provide information on specific projects. (4) Provide specific examples of projects completed for new construction as well as repair and alteration contract types. (5) Firms must provide evidence of having a complete understanding, and a minimum of 5 years in successfully facilitating projects through the NCPC (National Capital Planning Commission), MDE (Maryland Department of Environment), And the WSSC (Washington Suburban Sanitary Commission) processes. (6) Firms must provide evidence of being able to successfully complete government projects within the various counties in and around the District of Columbia and the Baltimore area. The "technical team" consists of all architects, engineers, project managers and construction administrators that will be directly assigned to support this contract. One original of all submittals should be mailed to Jack Gustafsson, Eastern Facilities Service Office, USPS, PO Box 27497, Greensboro NC 27498-1103, and must be postmarked no later than August 15, 2002. Evaluation of firms will be based on the submitted SF-254, the SF-255, and responses to questions. Interested firms with more than one office must indicate on their SF-255 the staffing composition of the office in which the work will be performed. Consideration will be given only to firms who respond to this advertisement that are located in either Washington DC or the State of Maryland. Architectural and engineering firms will be considered only if their sole office is in the local geographical area or they have a local branch office and all the architectural design, coordination, and management of the project will be performed in that office. The minimum acceptable architect complement of the prime firm is two licensed architects in the covered area. The minimum acceptable engineering complement of the consultants consists of: one electrical engineer, one mechanical engineer, one structural engineer, and one civil engineer - all being licensed in the covered area. The contract contains a requirement for firms to provide evidence of current errors and omissions insurance of $500,000 per claim. At the discretion of the Contracting Officer, multiple awards may be made. Participation of minority-owned and woman-owned businesses in U.S. Postal Service architect-engineer selections is encouraged. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this project. No other general notification for this project will be made. Submissions will not be retained or returned. This is not a request for proposal. Counties in the Capital District: Washington DC (city); Anne Arundel (partial); Calvert; Charles; Howard (partial); Montgomery; Prince Georges; and St. Mary?s. Counties in the Baltimore District: Baltimore (city); Allegany; Anne Arundel (partial); Baltimore; Caroline; Carroll; Cecil; Dorchester; Frederick; Garrett; Harford; Howard (partial); Kent; Queen Anne?s; Somerset; Talbot; Washington; Wicomico; and Worcester.
