- Description
- The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection & Quarantine (PPQ), National Monitoring & Residue Analysis Laboratory (NMRAL at 3505 25th Ave, Gulf port, MS intends to acquire security services from November 1, 2002 through September 30, 2003. 24 hours per day, 7 days a week. Guards must be certified to handle firearms and wear uniforms. Guard service must provide local 24 hour contact office. Guards between 5 p.m and 6 a.m must contact the local manned office at least every 30 minutes to confirm posted inspections orders have been completed. Guards must follow posted orders and assure changes in order are passed to their replacement. Guards or guard service must provide firearms. Guard service will provide a cellular phone. Duties: The Guard will make sweep of the compound and turn off Alarm System before employees arrival. Stand guard at the entrance of the facility, monitoring access to the facility logging in the name and license number of all vehicles and personnel that do not have a compound sticker. Open the gate when the Alarm Systems are activated. Receive and sort the facility mail. Test fire alarm as specified. Respond to the immediate assistance of any USDA/APHIS employee when requested or as needed. Always maintain a courteous attitude when dealing with employees and visitors. Guard will accept orders from only Kenny Peterman and John Gallagher. Guards are to be armed and should have a cell phone. Sic Code 7382 this is a firm fixed price contract. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 97-16. Applicable FAR clauses are incorporated by reference: Prompt Payment 52.249-1 (4/84); Fixed price 52.243-1 (8/87); Instruction to Offerors-Commercial Items 52.212-1 Evaluation-Commercial items 52.212-2 (10/97); offeror Representations and Certifications 52.212-3 (10/98); Contract Terms and Conditions-Commercial Items 52.212-4 (4/98); Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items 52.212-5(10/98). ALL RESPONSIBLE SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. Award will be made to the offeror with a local office located within 50 miles of the facility with the best value for the government. Proposals are due by OCTOBER 25, 2002 10:00 AM CST.
