Description

The National Institutes of Health intends to procure on a sole source basis to the Institute for Scientific Information (ISI), 3501 Market Street, Philadelphia, Pennsylvania, 19104, access to Web of Science databases and selected backfiles for the National Institutes of Health (NIH), Centers for Disease Control and Prevention (CDC), and other Department of Health and Human Services (DHHS) agencies. Specifically, the NIH requires access to ISI's Science Citation Index Expanded with Cited References and Available Author Abstracts. The contractor shall provide maintenance services in the form of periodic software updates and technical help support. The period of performance shall be for one twelve (12) month period, with options to renew for four (4) additional twelve (12) month periods. It is believed that ISI is the sole source for this requirement under the authority of FAR 6.302-1 because of the proprietary nature of the ISI Web of Science Database. The Institute for Scientific Information (ISI), Web of Science database is the only legal source for Social Science Citation Index (SSCI), a copyrighted work. Interested parties may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within twelve(12) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Numbered Note 22.
