- SOURCES SOUGHT SYNOPSIS UNITED STATES COAST GUARD ACADEMY FACILITIES ENGINEERING A-76 STUDY. The information provided is the planned strategy at this time. Maintenance and Logistics Command Atlantic (MLCLANT) is seeking qualified firms, to participate in this Office of Management and Budget (OMB) Circular A-76 Cost Comparison study. In order to assess the interest and qualification of firms, this sources sought is being conducted. The study will consist of looking at all services, materials, supplies, supervision, labor and equipment necessary to perform public works or facilities maintenance services at the United States Coast Guard (USCG) Academy, New London, Connecticut, which contains approximately 110 acres, of which about 90 acres are landscaped. The Academy has 27 buildings and major structures including piers and waterfront structures totaling approximately 1,284,000 square feet. The facilities are required for the academic, military, social and athletic programs to support the Corps of Cadets and the Leadership Development Center. THIS STUDY MAY or MAY NOT RESULT IN A CONTRACT AWARD. The public works or facilities maintenance services at USCG Academy will include the following: (PLEASE NOTE THAT THESE AREAS ARE NOT ALL ENCOMPASSING) 1) Motor Vehicles and Mobile Equipment and Operation of the Motor Pool - perform repairs, scheduled/unscheduled and preventive maintenance and inspection, driver/operator training and testing, and administration of GSA-leased vehicle program; 2) Electrical Systems - operate and maintain all generators and other critical systems, to include power transformers, air circuit breakers, oil operated switches and circuit breakers, automatic temperature controls, lightning protection, and outdoor and athletic facility lighting systems; including approximately 39,500 linear feet of underground primary cable and critical systems operation at 0% downtown during demand period; 3) Food Service Equipment-inspecting, preventive maintenance, scheduling, installing, and repairing, establish and conduct user training; 4) Heating Plants and Systems and Air Compressors - operation and maintenance of all boilers, steam generation and distribution systems, air compressors, and associated equipment used in production of domestic heat and hot water; 5) Water Storage and Distribution Systems and Swimming Pools - fire protection system and swimming pool maintenance, maintain potable and fire water storage and distribution systems in a fully operational condition; 6) Sewer Systems - sanitary and storm sewer collection systems maintenance, and repairs to all systems components and plumbing systems; 7) Air Conditioning, Refrigeration and Energy Management and Control Systems - systems and equipment maintenance, equipment operation, and water treatment; 8) Buildings and Structures - maintain quarters, plumbing, metal working, performing welding, glazing, keys and locks, carpentry, roofing, masonry, and painting; 9) Grounds Maintenance - provide grounds maintenance management and services, prepare annual plan, maintain NCAA regulated athletic fields; 10) Surfaced areas - establish and implement a control inspection program, perform sweeping, pavement marking, snow removal and ice control, and maintenance of bituminous and concrete pavements; 11) Electronic Equipment and Systems - ensure safety, health and environmental program is in place and utilized, perform administration and supply functions, and inspection, calibration, and preventive and scheduled maintenance; 12) Refuse Collection, Disposal and Recycling services; 13) Pest Control - schedule, supervise and perform, prepare annual pest management plan; 14) Janitorial Services - provide custodial services within the two athletic facilities; 15) Elevator Maintenance - provide inspection, testing, certification, and maintenance and repair of 12 passenger/freight elevators and 3 handicap lifts; 16) Hazmat/Hazwaste Management - provide routine cleaning and maintenance to two existing small arms ranges, removal and disposal of lead paint and asbestos materials required for safety or completion of other maintenance actions, and management of contractors own waste minimization/disposal programs; 17) Special Events and Functions -wide range of services from providing, delivering, setting up and removing tables, chairs, podiums, platforms, PA systems, trash, special security, parking detail support, to erecting Christmas trees, in support of special events such as Graduation and Commencement, Homecoming, Change of Command ceremonies, Formal military dinners, and CG Band concerts. This list of services may be subject to revision, based on the final approved service list submitted by the A-76 cost comparison team. This synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. Firms submitting responses should indicate whether they are large business, small business, veteran-owned small business, small disadvantaged business, women-owned small business, or HUBZone. Based on responses to this announcement, the Government reserves the right to consider the acquisition for 100% set-aside. The NAICS code for this acquisition is 561210, size standard $23M. Interested business firms are requested to submit literature, brochures, and capability summaries identifying, at a minimum, business size, financial capability and past and/or current performance on similar contracts within the last five years together with contract numbers and applicable points of contact and current telephone numbers. Also include a description of the plan to provide support and perform all of the functions required (i.e. via team or subcontract participation of specialized contractors, and any recommendations or information particular to performing this work that will assist in documenting market research information). The Government will not pay for any information submitted in response to this announcement.
