Description
NA This Sources Sought Market Survey is seeking to identify potential sources to manufacture cadet raincoats, rain cap covers, and nylon pouches for the U.S. Military Academy at West Point, NY. Pictures of the raincoat, cap cover, and pouch as well as the Na tick Purchase Description PD 349B, dated 16 Oct 98 with deviations dated 1 Feb 02 and 4 Sept 02 and spec for cap cover dated 22 Jun 92 can be viewed at http://www.usma.edu/doc/solic.htm Estimated quantities are 1150 raincoats with pouches, 1300 rain cap co vers, 500 nylon pouch. The exact quantities for the various sizes will be provided at a later date. A first article raincoat (any size) is required. A preaward survey may be requested. Government furnished property raincoat patterns will be furnished f or all sizes. These USMA patterns will be furnished on either electronic form on 3.5 disk using Gerber AccuMark Software version 7.63 and Gerber PDS2000 Software version 2.02 or in paper form printed on standard media 72-inch plotter paper. Patterns to be returned upon completion of contract. Delivery is required within 120 days of approval of first article but not later than 6/1/03. The entire incoming cadet class (plebe) is issued the raincoats on Reception Day, as well as uniforms and other cadet item s. Raincoats in pouches to be packed 12 each per carton, same sizes in cartons, cartons to be marked with contents, cap covers to be packed in bundles of 25 each. The quantity variation is 5% increase and 1% decrease. The solicitation will result in a firm fixed unit price type contract. Source selection method will be Performance Price Tradeoff (PPT), which permits tradeoffs between price and past performance evaluation. The due date for responses is 22 October 2002. The NAICS for this procurement is 315211 with a size standard of 500 employees.
