- Description
- The Naval Air Systems Command intends to issue a sole source contract to United Technologies Company/Pratt & Whitney, 400 Main Street, East Hartford, CT in support of the Navy?s J-52 Engine in the EA-6B aircraft. The following supplies and services are required for engineering services and support to perform a Component Improvement Program for the J-52 Engine. All services shall be provided by Pratt & Whitney, located in East Hartford, CT as they are the manufacturers solely possessing the following required capabilities: (1) engineering teams knowledgeable of the designs and manufacturing methodologies applied to the specific equipment being supported, (2) immediate access to manufacturing data and full scale test facilities capable of conducting needed production testing, (3) ready access to an engineering design team knowledgeable in the full range of state-of-the-art propulsion and power technology areas such as applied mechanics, heat transfer, vibration and stress analysis, thermodynamics and aerodynamics, and (4) demonstrated experience in the management of design, development, qualification, and support of this propulsion and power equipment. Knowledge of the design methodologies of the specific equipment is necessary to avoid undesirable interactions between redesigned parts and components. This CIP shall be directed towards maintaining, restoring, and improving operational systems safety and effectiveness and reducing the operation and support cost. The CIP effort to be performed by Pratt & Whitney shall include investigating problems, design engineering solutions, develop other corrective action, and perform unique testing as described in the Engineering Project Descriptions (EPDs) to provide for continuing improvements in the areas of safety, reliability, durability, maintainability, and the correction of service related deficiencies. The resulting contract will be a cost-plus fixed fee with a base year and four option years. P&W is the sole designer, developer and manufacturer of the J-52 engines and therefore is the only known source possessing the technical data, requisite experience, production capability and technical expertise to meet the Navy?s unique technical requirements.
