- Description
- The Propulsion Systems Evaluation Facility (PSEF), at the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, is seeking eligible small business firms capable of providing a High Cycle Fatigue Test System. Based on a review of industry response to this Sources Sought Synopsis, the Government will decide whether it is appropriate to offer the High Cycle Fatigue Test System as a competitive Small Business Set Aside. This office anticipates an award of a contract for this system no later than 28 February 2002. The appropriate NAICS is 541710, size standard 1,000 employees. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL; it is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. GENERAL DESCRIPTION OF REQUIREMENT: Enhance the testing capability of the Rotor Spin Facility with a High Cycle Fatigue Test System. The system will be capable of exciting, controlling and measuring airfoil vibrations to steady state fatigue amplitudes in a vacuum spin chamber at conditions replicating an engine's duty cycle and operating environment. The High Cycle Fatigue Test System shall also include analysis software necessary for evaluating and comparing: airfoil stress amplitudes with airfoil mounted strain gage data; measured airfoil resonance frequencies and stress amplitudes to Goodman and Campbell diagrams; and the prediction of component fatigue life. The contractor shall provide the services and supplies for the design, fabrication, assembly, installation and demonstration of two (2) High Cycle Fatigue Test Systems. One System shall be based upon Eddy Current technology and the other System shall be based upon liquid jet impingement technology. It is requested that interested small businesses submit to the contracting office a brief capabilities statement (no more than 5 pages in length, single-spaced, 12 point font minimum) demonstrating capability to provide the required system. In the capabilities statement, please include the company profile to include number of employees, annual revenue history, office location(s), DUNs number, and a statement regarding current small business status.
