Description
THIS IS A SOLE SOURCE PROCUREMENT. The Naval Surface Warfare Warfare Center, Carderock Division (NSWCCD) anticipates procuring, on a sole source basis, engineering and technical services and other direct costs for vulnerability and hardware studies of ship structures and shipboard equipment. The work to be performed will be either of an analytical study or an experimental investigation. Tasks may include 1) support to the execution, upgrading and documentation of the NSWCCD Ship Vulnerability Model (SVM), Foreign Ship Vulnerability Model (FSVM), Submarine Vulnerability Model (SUBVEM) and similar computer programs, 2) performance of vulnerability and hardening studies of ships or submarines and their systems under mechanical effects of attacking weapons, 3) perform or support experimental studies to determine responses to simulated weapon loads, 4) perform or support analytical simulations of ship and submarine systems to evaluate their response to weapon loads and 5) assist in training, and other support, related to ship and submarine vulnerability. The period of performance will be for a total of five (5) years. A TOP SECRET Clearance is required. It is intended that a sole source contract be awarded to T. Carroll Associates, 8512 Cedar Street, Silver Spring, MD 20910. Note 22 applies to the extent that the Government intends to solicit only one responsible source and no other services will satisfy agency requirements, under the authority of 10 U.S.C. 2304(c)(1). It is estimated that the RFP will be issued on or about 08 November 2002 with a closing date 30 days thereafter.
