Description

SOURCES SOUGHT-The Department of Treasury, United States Mint, Sales and Marketing Strategic Business Unit is seeking sources, to provide fully integrated precision marketing software Sales and Marketing (SAM) for Geo-demographic Analysis and Geo-Coding, to assist SAM with activities like targeted direct marketing campaigns, profitability analyses, customer profiling, segmentation and lifestyle analyses and modeling for the purpose of customer acquisition and retention. The software shall enable the United States Mint to add a geographic component to the United States Mint?s already existing segmentation process. This precision marketing software shall be able to locate which neighborhoods in the United States are best suited for any given United States Mint product. In addition, the software shall enable the program manager to determine: 1) who buys the product, 2) how to position the product in terms of advertising and customer lifestyle preferences, 3) up-sell and cross-sell opportunities and 4) which specific products to market to individuals inquiring about United States Mint products. The software shall be able to map the results with software similar to MapInfo?. Furthermore, software capable of geo-coding customer addresses at the block group level or ZIP plus 4 levels shall be included. The software shall be fully integrated and bundled in terms of address coding, mapping and precision marketing analyses. Periodic data and software updates (e.g., monthly, quarterly or bi-annual) shall be provided. Toll-Free technical software support shall be available. Software shall run on an IBM-compatible PC platform with Pentium processor. Software shall run on Windows NT? operating system. Strategic analysis support will be required to assist with developing a strategic outlook and tactical solutions associated with designing, running and interpreting profitability analyses, customer profiling and direct marketing campaigns, etc. The United States Mint reserves the right to award strategic analysis support hours to vendor(s) other than the software-licensing vendor. NOTE (1): SOLICITATION DOCUMENT IS CURRENTLY NOT AVAILABLE; THIS IS A REQUEST TO IDENTIFY SOURCES. NOTE (2): In accordance with 31 USC 5136, no provisions of law governing procurement or public contracts are applicable to the procurement of goods or services necessary for carrying out Mint programs and operations. Contractor employees, representatives and/or subcontractors must be able to successfully pass Mint security investigation. The applicable NAICS for this procurement is. Interested sources must submit product literature and past performance information of same or similar services from two (2) other governmental agencies within the last three (3) years to become pre-qualified. If interested sources receive pre-qualification, a copy of the full solicitation will be forwarded to the interested source.
