- NAICS Code: 334516 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-03-00002, and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The Environmental Protection Agency (EPA) anticipates a purchase order will be awarded as a result of full and open competition, firm-fixed price purchase order using Simplified Acquisition Procedures. The contractor shall provided a " Automated Quadrupole Orthogonal Time of Flight Mass Spectrometer with a Liquid Chromatograph and Data System; STATEMENT OF WORK: The EPA has a requirement for a fully data system automated quadrupole time-of-flight mass spectrometer instrument equipped with a binary capillary liquid chromatography (LC) system and LC micro autosampler, computer data system and printer. The mass spectrometer must be capable of performing electrospray ionization (ESI) in positive and negative ion mode. The various ESI sources must be interchangeable without breaking vacuum. The liquid chromatograph must be equipped with the necessary hardware to allow for multi-dimensional chromatography. A minimum of (3) three days of on-site training at customer site for four individuals and at least a one (1) year warranty must be provided. Mass Spectrometer: (1) quadrupole mass filter must have a mass range of at least m/z 5-3000 for precursor ion mode and Rf-only ion transmission of grater than 10,000 Daltons. (2) must provide electrospray source designed for low ( 2-200) L/min flowrates, pneumatic nebulization, and off-axis positioning of the sprayer needle.(3) must provide eletrospray source designed for low ( 2-50) nL/ min flowrates, and built in camera and monitor for optimization of ESI spray. (4) must have capability to interface capillary electrophoresis to the instrument. (5) must have capability to upgrade the quadrupole time-of flight with a MALDI source. Mass Accuracy and Resolution Requirements: (1) the instrument must demonstrate at the time of installation a mass resolution of at least 10,000 (FWHM) at a mass 1000 Daltons in the positive ion mode and the negative ion mode. (2) the instrument must demonstrate at the time of installation a mass accuracy with internal calibration of 5 ppm or 20 ppm with external calibration (over a 8 hour period) at a mass 500 Daltons. Data System and Software: (1) must provide computer data system with multi-tasking capabilities, at least a 19" viewing monitor and LaserJet printer. (2) must perform automatic, unattended MS and MS/MS data acquisition. (3) must perform alternate MS and MS/MS scanning capability for molecular weight and structural information from a single injection. (4) must perform product ion scanning for structural elucidation, (5) must control LC pump and micro autosampler through the instrument computer data system. (6) must provide data system control of ion path optics, interface electronics and gas supplies to mass spectrometer and ion sources. (7) must have direct and easy data transfer to Excel and PowerPoint. (8) software must perform peptide mass fingerprinting, theoretical proteolytic digest generation, protein sequence browser, automated de novo sequencing, automated MS tag finding and database searching and be compatible with Mascot online search software from Matrix Science. (8) software must be able to perform automated quantitative protein expression analysis and protein identification when using ICAT reagent kits. (9) must acquire >/-10 spectra/sec for profile data at a rate of 1.6 GHz or greater. Evaluation Criteria: The Government intends to award a single purchase order to responsible offeror whose technically acceptable quotation represents the best overall value to the Government based on evaluation of the factors listed below. 1. Technical: The specifications in the Statement of Work represent the Governments's minimum needs. Quotations must include sufficient material (such as narrative technical specifications, drawing, photos, brochures, demo disks, videos, etc.) to permit the Government to determine that the proposed instrument will meet the requirements set forth in the Statement of Work. 2. Past Performance: Contractor shall provide 3 references(systems users). For each reference include client name and telephone number and a description of the system. 3. Price: Price is considered of equal importance to all other factors. The associated North Industry Classification System (NAICS) is 334516 and the size Standard is 500 employees.
