Description
NASA/JSC plans to issue a Request for Proposal (RFP) for technical representative services at Ellington Field to support General Electric (GE) J-85 engines operated in the NASA JSC T-38 aircraft fleet. The technical representative is required to function as a liaison between personnel at GE and NASA JSC to ensure effective transfer of engine information; identify and obtain aplicable documentation and engineering data; understand and explain the theory of operations; assist in troubleshooting procedures; update maintenance and operations manuals; and provide training. A three year contract (starting February 1, 2002) consisting of a basic 11 month period and two 1-year options is anticipated. NASA/JSC intends to purchase the items from General Electric (GE) Company Aircraft Engines under authority of 10 U.S.C. 2304(c)(1). The intended source is uniquely qualified to fulfill this requirement because it designed and manufactured the J-85 engines operated in the NASA JSC T-38 aircraft. Only GE can provide the required liaison with factory personnel to insure effective transfer of J-85 engine information and data. Only GE has factory-trained personnel experienced in providing technical field support for its engines operated in the T-38 aircraft. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 23, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
