- CBD COMBINED/SYNOPSIS SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source (AAT Communications Systems Corp.) under authority of FAR 6.302-1. Vendors may identify their interest and capability to respond to the requirement (see xvi). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (ii) This Solicitation MDA94603T0004 is a Request for Quote (RFQ) for the following services: Maintenance Contract on TEAC cassette compiler and cassette deck. (iii) This Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Volume 67, No. 169 dated 30 August 2002. (iv) The applicable North American Industry Classification System is 421690 and the corresponding size standard is 100 employees. The Small Business Competitiveness Demonstration Program does not apply to this procurement. (v) & (vi) LINE ITEMS (CLINS): The period of performance under this contract is 5 years (1 year base with 4 - one year renewal option periods). CLIN 001: SERVICES-NON PERSONAL: The Contractor shall provide all labor, material, equipment and necessary supervision to provide preventive maintenance on the following TEAC Equipment: Cassette Compiler (TEAC DCR CP-100) and Cassette Deck TEAC DCR4232D/C (Serial Number 645040). Services shall be furnished as described herein for the base period, 11/19/02 through 11/18/03. CLIN 002: SERVICES-NON PERSONAL: The Contractor shall provide all labor, material, equipment and necessary supervision to provide preventive maintenance on the following TEAC Equipment: Cassette Compiler (TEAC DCR CP-100) and Cassette Deck TEAC DCR4232D/C (Serial Number 645040). Services shall be furnished as described herein for Option I period, 11/19/03 through 11/18/04. CLIN 003: SERVICES-NON PERSONAL: The Contractor shall provide all labor, material, equipment and necessary supervision to provide preventive maintenance on the following TEAC Equipment: Cassette Compiler (TEAC DCR CP-100) and Cassette Deck TEAC DCR4232D/C (Serial Number 645040). Services shall be furnished as described herein for Option I period, 11/19/04 through 11/18/05. CLIN 004: SERVICES-NON PERSONAL: The Contractor shall provide all labor, material, equipment and necessary supervision to provide preventive maintenance on the following TEAC Equipment: Cassette Compiler (TEAC DCR CP-100) and Cassette Deck TEAC DCR4232D/C (Serial Number 645040). Services shall be furnished as described herein for Option I period, 11/19/05 through 11/18/06. CLIN 002: SERVICES-NON PERSONAL: The Contractor shall provide all labor, material, equipment and necessary supervision to provide preventive maintenance on the following TEAC Equipment: Cassette Compiler (TEAC DCR CP-100) and Cassette Deck TEAC DCR4232D/C (Serial Number 645040). Services shall be furnished as described herein for Option I period, 11/19/06 through 11/18/07. (vii) Date(s) and place(s) of delivery and acceptance and FOB point: See item number (v & vi) for dates/performance period. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1 Instructions to Offerors ? Commercial. The following provision is being added as an Addendum: FAR 52.214-31 Facsimile Bids/Quotes. (ix) The following provision does not apply to this acquisition: FAR 52.212-2 Evaluation -- Commercial Items. Award will be based on the best value to the Government. (x) Vendors are to include a completed copy of provision FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items along with their offer. (xi) The following provisions apply to this acquisition: FAR 52.212-4 Contract Terms and Conditions -- Commercial Items. (xii) The following clause is applicable to this acquisition: FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. The following FAR Clauses within the aforementioned clause are being selected as applicable: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-16, 52.222-41, 52.222-42, 52.222-44 and 52.232-33. Also applicable is DFAR 252.212-7001Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisition of Commercial. (xiii) Other applicable clauses/provisions: FAR 52.217-5 Evaluation of Options, FAR 52.217-8 Option to Extend Services, FAR 52.217-9 Option to Extend the Term of Contract and DFAR 252.204-7004 Required Central Contractor (CCR) Registration. ONLY FIRMS REGISTERED IN CCR ARE ELIGIBLE FOR CONTRACT AWARD. (xiv) There is not a Defense Priorities and Allocations System (DPAS) number assigned to this acquisition. (xv) See Numbered Note 22.
