- This is a Notice of Intent to award a sole-source contract to Congressional Quarterly on-line service, to provide web based legislative tracking and congressional news service under the authority of FAR 6.302-1. The service it provides to the Department of State offers perspectives on particular events, breakdown of complex issues and ramifications of pending legislation, historical data, analyses of bills before Congress, biographies of its members, continuous updated news from Capitol Hill, verbatim transcripts of selected House and Senate committee and sub-committee hearings updated daily. This is NOT a request for competitive proposals. No formal solicitation will be issued. A determination by the Department of State NOT to compete this proposed contract is solely within the discretion of the Department of State. Firms possessing the qualifications to respond to this requirement as described above may identify their interest by submitting their response to the contracting officer via email only NLT October 15, 2002.
