Description
You are invited to submit a budgetary quotation under Request For Quotation number F41689-02-X- 0714 to furnish training as outlined in the attached Performance Work Statement. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Your quotation should arrive at the above address not later than COB, 29 November 02, and have a validity period of at least 180 days. This is the minimum time required for processing by HQ USAF and review by the customer country. PERFORMANCE WORK STATEMENT: 1. Scope: a. Training is required by the USAF in support of a proposed Egyptian Air Force (EAF) foreign military sales program. Proposed training will be Type 1 contractor training, procured by Air Education and Training Command (AETC) and presented under the auspices of Air Force Security Assistance Training Program. All instruction is to be in the English language and training will be conducted in Egypt. b. The contractor shall establish, set-up, and operate an Aircraft Fire Fighting School in Egypt. The training system desired is the Symtron A-2000 Aircraft Fire Trainers to include the F-16 Aircraft Fire Trainer, Specialized Aircraft Fire Trainer/C-130, Aircraft Fuel Spill Fire Trainer, Helicopter Fire Trainer, and other fire trainers appropriate for military aircraft operations. 2. Technical Training: a. The contractor shall propose a staff of personnel to teach the EAF how to operate and maintain the trainers, and various fire fighting tactics associated with military aircraft. The contractor shall propose the appropriate duration. Training shall include bet not be limited to the following scenarios: Running and idle engine fire, Fuselage fire, wheel/brake fire, cabin fire, cockpit fire, cargo fire, high-wing turboprop engine fire, low-wing engine fire, tail engine fire, fuel spill fire, crashed aircraft fire, air crew rescue, etc. b. The contractor shall propose course content and duration of training. The training objective is to provide the EAF trainees with operator and maintenance capability to troubleshoot, remove and replace, conduct performance checks etc. on the trainer systems. Technicians shall be provided knowledge and skills necessary to succeed as operators and maintainers of these systems. The training objective includes using the trainers in fire fighting scenarios/tactics for which the trainers were designed. c. Training shall include combinations of formal classroom instruction and "hands-on" practical exercises so as to provide skill proficiency to perform tasks "unsupervised." Primary emphasis shall be "hands-on" practical experience. 3. Training Materials: Training materials can be in contractor format. All training materials used by the student during course presentation will be retained. NOTE: Include contractor Travel Costs.
