Description
DESC: This is a combined synopsis/solicitation for commercial materials prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. Solicitation No. 20181-3-Q001 is issued as a Request for Quote (RFQ) and will be awarded as a Purchase Order using simplified acquisition procedures. This acquisition is 100% set-aside for small business. The NAICS Code #212321. The small business size is 500. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09(b). BACKGROUND: The U.S. Fish and Wildlife Service, Anahuac National Wildlife Refuge, 18 Miles SE of Anahuac, Texas off FM 1985, requires Gravel. GENERAL DESCRIPTION: Price to include delivery to various locations on the refuge and could involve additional drives of up to ten miles on the Anahuac National Wildlife Refuge: 1. Type A Grade 1 Flexible Tan Base - 10,000 Tons 2. Type A Grade 1 Flexible Gray Base (610) - 3,000 Tons 3. Crushed Concrete free of foreign material with gradation of 2 inches minus - 1,500 Tons 4. 12 - 18 limestone rip-rap (not recycled concrete) free of all other debris - 1,600 Tons 5. Stabilized Sand with 7% cement - 300 Tons The deliveries are to be made during daylight working hours and no later than 4:00pm central standard time. Deliveries are to be made from Monday through Friday, with the exception of observed holidays. Materials will be delivered within 48 hours after request has been made by refuge. The number of loads per day may vary from 1 to 40. This will be determined at a later date. Quoted price will include all applicable federal, state, and local taxes. All material is to meet Texas Department of Transportation standards and needs to be tested per the standard requirements. The provision at FAR 52.212-01, Instructions to Offerors-Commercial Items, and FAR provision 52.212-02, Evaluation Commercial Items, are applicable to this acquisition, 52.212-03 Offeror Representations and Certifications - Commercial Items, the Clause at FAR 52.212-04, Contract Terms And Conditions-Commercial Items, and the Clause at FAR 52.212-05, Contract Terms and Conditions required to Implement Statues or Executive Orders-Commercial Items, FAR 52.232-35, Designation of Office for Government Receipt of Electronic Funds Transfer Information, DIAR 1452.210-70 Brand Name or Equal, and R2-036 Questionnaire of Bidder's Responsibility apply to this acquisition. Evaluation of Commercial Items: the Government will award to the responsible offeror who conforms to the solicitation and is considered most advantageous to the Government, based on 1. Past performance; 2. Technical; 3. Price. Past Performance and Technical, when combined, are of greater importance when combined, when compared to price.
