Description
The North American Industry Classification System Number (NAICS) is: = 541613, Marketing and Consulting Services. This acquisition is "unrestric= ted" (in other words, it is not being set-aside for small business). ENP w= ill award a firm fixed-price contract. The solicitation will be posted and= available at website http://ideasec.nbc.gov, on or about 28 Oct 2002. Pro= posals will be due forty-five days later, 12 Dec 2002, at 3PM EST. No hard= copies of the solicitation will be mailed. =20 The DOI, NPS, Everglades National Park is soliciting proposals for qualifie= d companies to "design" and "conduct" a population survey of the seasonal a= nd year-round South Florida residents, which in this case is defined as Bro= ward, Collier, Lee, Miami-Dade, and Monroe Counties. Part of the work also= includes "reporting the survey's results". A detailed survey is needed to help answer key questions related to the man= agement of Biscayne National Park, Big Cypress National Preserve, Dry Tortu= gas National Park, and Everglades National Park. Such a survey can help an= swer questions related to who visits and does not visit these National Park= System units, attitudes and awareness of South Florida residents toward th= ese parks, the relationship between the parks and their surrounding communi= ties, the role of public participation in the management of these parks, an= d the effectiveness of interpretive, educational and outreach programs, and= more. =20 The results of the survey should be able to be analyzed to gain an understa= nding of key ethnic and economic populations in the region, and their inte= rests, concerns, and attitudes about the South Florida National Parks. The= specific research objectives are to gain systematic data on: =B7 visitati= on to the subject parks among South Florida residents; =B7 knowledge and aw= areness of the NPS, and NPS issues among South Florida residents; =B7 econo= mic, residential, and ethnic and primary language(s) of South Florida resid= ents who do not visit these parks; =B7 real and perceived barriers to visit= ing the parks; =B7 perceptions of the survey groups about these parks; =B7 = values, attitudes, and opinions of South Florida residents regarding genera= l environmental issues, federal land issues, South Florida National Park Se= rvice issues, NPS facilities (e.g. visitor centers) and programs, and the r= easons for non-participation; and, =B7 values, attitudes, and awareness of = Everglades Restoration. The research team will be expected to accomplish the following activities: =B7 Working with NPS program managers, develop a comprehensive, multi-topic= , multilingual survey of South Florida residents; =B7 Apply for, and obtain= approval of the survey from the Office of Management and Budget (OMB) in c= ompliance with the Paperwork Reduction Act of 1995; =B7 develop a represent= ative sample of the region's adult resident population, stratified to allow= analysis by (at a minimum) key ethnic and economic groups, household incom= e, age, park experience, and language(s) spoken; include in sample individu= als who visit the subject parks and those who do not visit the subject park= s. =B7 conduct a survey (by an appropriate method that includes skills or = capacities in English, Spanish, and Creole) using the representative sample= ; =B7 analyze data and prepare a draft technical report; =B7 submit the dra= ft technical report to the NPS for peer review, =B7 make appropriate revisi= ons; and =B7 submit a final technical report to be approved by the NPS. =B7 submit = Bi-Monthly Progress Reports. =B7 submit a Summary Report and Electronic Copies of All Reports and Data S= ets The research team should include social scientists with skills and experien= ce in survey design, survey methods, and research project administration. = Specific skills and experience relevant to developing representative region= al samples of the US population, and conducting statewide or regional surve= ys are necessary. Deliverables to the NPS shall be in English and will include 1) a draft sur= vey to be approved by the NPS; 2) preparation, submission, and if needed re= vision of OMB application packet, and notification of their final approval;= 3) brief bi-monthly progress reports, 4) a draft report to be peer-reviewe= d and revised as necessary; 5) a final technical report including a copy of= the surveys, analyses, findings and conclusions, to be submitted for accep= tance by the NPS; 6) a brief summary report for NPS managers, partners, and= the public; 7) electronic copies of the datasets, all necessary data docu= mentation, and the final report (in PDF format), and 8) conduct a =BD day (= up to 4 hours) workshop at a location and on a date chosen by the NPS to re= port the survey results to the NPS and partners. The schedule for completing this project is estimated to be between 12 to 1= 6 months from the beginning of the contract. The total estimated contract price (including all overhead charges) is not = expected exceed $70,000.00.
