Description
The Naval Surface Warfare Center, Dahlgren Division, has a requirement for software engineering and technical services in support of the TOMAHAWK Weapon Control System (TWCS). This acquisition includes support for all current and future versions of the Tomahawk Weapon Control System (TWCS), both Track Control Group (TCG) and Launch Control Group (LCG) elements, the Advanced Tomahawk Weapon Control System (ATWCS) including both United States (US) and Foreign Military Sales (FMS) configurations, the Tactical Tomahawk Weapon Control System (TTWCS) including both the US and FMS configurations, as well as to all associated support tools and test simulations. It also includes support of other related strike weapon systems and to any future efforts requiring software engineering expertise for development of software products in a distributed, networked host environment using state-of- the-art technology similar to that employed in the ATWCS and TTWCS. Required services include, but are not limited to the following: (1) Software Engineering Analysis, (2) Software Design and Development, (3) Software Verification Testing, (4) General Software Engineering Support, (5) Software Configuration Management, (6) System and Software Process Improvement, (7) System Quality Assurance, (8) Software Integration Agent and (9) System and Network Administration. In order to successfully perform the work, expertise is required in the following: (1) ROLM, VAX, SUN, UNIX and personal computer technology and their associated operating systems, (2) FORTRAN, ROLM Assembly, C, and ADA computer languages, (3) Graphical User Interface Tools (Builder Excessory and TELEUSE), (4) Relational data base (INFORMIX), (5) Object oriented analysis and design technology, and (6) Defense Inf ormation Infrastructure (DII) and Joint Maritime Information System (JMCIS) common operating environments (COEs). This requirement is for a total of five years (including base period and options) and will be procured on a cost-plus-fixed-fee (term) basis. It is anticipated that a total of 237 man-years will be required during the performance period of this requirement. The contractor must possess a TOP SECRET facility clearance at the time of contract award. The contractor's facility must be located within 60 minutes of NSWCDD in order that personnel can respond to notification of technical meetings and/or laboratory availability. In addition, all key personnel proposed to support the contract must possess a SECRET clearance prior to beginning any effort. Also, a minimum of four key personnel in the Senior level categories must possess a TOP SECRET clearance. The North A merican Industry Classification System Code is 541330. It is anticipated that the solicitation will be posted on approximately 1 November 2002 and will close forty-five (45) days after issuance.
