NAICS Code: 541710 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-03-00006, and the solicitation is being issued as a 100% small business set-aside competition Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The associated North American Industry Classification System (NAICS) Code 541710, which has a size standard of 500 employees to qualify as a small business, is applicable. A firm, fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is for the extraction and analysis of 372 multimedia samples for diazinon and its metabolite, diazoxon, from the pet pilot study. The Contractor shall perform a quantitative analysis of the samples using commonly accepted extraction and clean-up techniques for pesticides within the framework of Good Laboratory Practice (GLP). Gas chromatographic techniques employing flame photometric and/or mass spectrophotometric detectors shall be used in determining the levels of diazinon and it's metabolite (diazoxon) in the matrices. Gas chromatography/mass spectrometry (GC/MS) shall be used for confirmation of both the parent compound and it's metabolite. The contractor shall perform method trials in order to validate the method performance (including establishing LOQ's [limits of quantitation] and MDL's [method detection limits] in the low ng range) prior to the analysis of the field collected samples. Each method trial shall consist of controls and low, intermediate, and high level fortifications. Sample interferences and where interferences are determined appropriate clean-up procedures shall be identified and recovery efficiencies determined. Recovery efficiencies of ?30% shall be acceptable. Sample analysis shall include 25% laboratory quality control (QC) consisting of controls and laboratory spikes. The Contractor shall maintain chain of custody records documenting the handling of the samples upon transfer to their custody. Upon completion of the study the contractor shall package and ship back to EPA the remaining extracted samples, unprocessed soil, and any associated glass housings (air monitors). The Contractor shall provide a draft final analytical data report with narrative to the EPA that summarizes the methodology and procedures used for sample analysis, including the data in spreadsheet form obtained from the analysis and the QA/QC data. The analytical data report shall minimally include the sample identifiers, dilutions, the final sample concentration with appropriate units, the associated chromatography with respective calibrations and the summary narrative for the analysis of the multimedia and QA/QC samples. In addition, the analytical data report shall include the detailed procedures for the extraction and analysis of all types of samples. Final analytical data report revised according to EPA comments shall be due one month after Contractor's receipt of EPA comments. Two copies of the report (draft and final) shall be submitted in both electronic (compact disk [CD]) and written form in MS Word formats. MS Excel shall be used for the spreadsheet format. The period of performance for sample analysis shall be six months after receipt of samples from EPA, with the final report due one month after EPA comments. The contractor is required to submit a copy of their Quality Assurance/Quality Control protocols. The contractor shall provide a price per sample for each of the contract line items below. Contract Line Item Number (CLIN) One: 12 each Granular diazinon formulation; CLIN Two: 78 each Polyurethane foam (PUF) air monitors; CLIN Three: 84 each PUF rollers; CLIN Four: 30 each Soil; CLIN Five: 18 each Doormat sweepings; CLIN Six: 30 each Household dust; CLIN Seven: 54 each Cotton gloves; CLIN Eight: 36 each Dog fur clippings; CLIN Nine: 30 each Isopropanol wipes using gauze pads. The following FAR provisions apply to this solicitation: 52-212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation--Commercial Items. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows: (i) TECHNICAL CAPABILITIES CRITERIA: 1) Provide a copy of QA/QC protocols; 2) Demonstrate experience in analyzing diazinon and its metabolite diazoxon in multimedia samples; 3) Provide evidence of ability to perform the requested analyses by matrix as stated in the statement of work to include Data Quality Indicators such as accuracy (80-120%) and precision (+/- 30%) of methods by matrix; 4) Ability to use gas chromatographic techniques employing flame photometric and/or mass spectrophotometric detectors in determining levels of diazinon and its metabolite (diazoxon) in the matrices and for confirming the parent compound and its metabolite; (ii) PAST PERFORMANCE: Provide three references involving similar projects for evaluating quality of product or service, timeliness of performance, and overall customer satisfaction; and (iii) PRICE. Technical and past performance, when combined are equal to price. Award will be made to the offeror whose offer is determined the most advantageous to the government, price and other factors considered. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications--Commercial Items. The following FAR clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions--Commercial Items; 52.246-11, Higher Level Contract Quality Requirement, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items and the following additional FAR clauses which are cited in Clause 52.212-5: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41, Service Contract Act of 1965, As Amended. Any applicable wage determination(s) will be made a part of the resultant purchase order. The completed Representations and Certifications should be included with the price proposal.
