- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). BSTO/LAO Wafers per the following specifications: Specifications for (Ba0.30Sr0.70)TiO3/LaAlO3 Films for Reflectarray Antenna Substrates 1. All (Ba0.30Sr0.70)TiO3 (BSTO)films are to be deposited on single-crystal LaAlO3 (LAO) substrates. All substrates will be two-inch diameter, 10 mils thick. Film Uniformity 1. Film thickness: 400 nm ? 20 nm. To be measured using optical ellipsometry, at NASA-Glenn. 2. Film thickness uniformity: ? 4% over the central 95% of the substrate. 3. Film uniformity to be measured at 3 to 10 points on every wafer, at any point on the wafer except the 2 mm diameter ring at the edge of the wafer. Crystalline Quality 1. Full-width, half-maximum values of the (002) peak < 0.035? (126 arc seconds). Values to be measured using high resolution x-ray diffraction at NASA-Glenn. 2. Full-width, half-maximum values of the (103) peak <0.14? (504 arc seconds). 3. Peak intensity of the BSTO (002) peak > 20,000 counts per second (as measured using the Phillips HRXRD at NASA-Glenn, at tube voltage=40 kV and current=40 mA. Lattice Parameters 1. Cubic unit cell, where the in-plane and out-of-plane lattice parameters are equal, with less than ? 0.002 ? difference between the two lattice parameters. 2. Neither the in-plane nor out-of-plane lattice parameters deviate by more than ? 0.003 ? from the previously established lattice parameters for 4000 ? thick (Ba0.3Sr0.7)TiO3 films on 10 mil thick LaAlO3. The established value is 3.941 ?. Electric Performance at 1 MHz 1. Unbiased Curie temperature between 180 ? 220 K. 2. Dielectric constant ~ 2000 at the Curie temperature, which drops to less than 700 at room temperature. Phase Shifter Performance 1. At least 350 degrees of phase shift at 19 GHz (reflection mode). Patterning and testing will be performed at NASA-Glenn. Phase Shifter Uniformity 1. Variations in insertion loss (0V) between devices deposited at the center of the wafer and edge of the wafer shall not exceed 1 dB. The insertion loss measurements will be taken at the center of the passband. The provisions and clauses in the RFQ are those in effect through FAC 97-27. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334513and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center is required within 14 weeksER] days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by COB October 22, 2002 and may be mailed or faxed to Carol K. Sharp, NASA/Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135, Mail Stop 500-306; FAX: 216 433-5185 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.
