Description

NA NOTICE OF INTENT TO AWARD SOLE SOURCE. Do Not Register on Plan Holders List. Under the authority of FAR 6.302-1, the Corps of Engineers, Alaska District, intends to negotiate and award a sole source contract to Air Control Science, Inc. (ACS), 6560 Odell P lace, Boulder, CO 80301 for design and construction of a solution to mitigate fugitive coal dust at the Eielson AFB Central Heat and Power Plant. The Alaska District has determined that ACS is the only known contractor that can integrate non-mechanical ( passive) solutions to reduce fugitive coal dust at various transfer points and transport zones along the coal handling system to include the rail unloading area, the bunker area, and the basement conveyor area handling operation to levels at or below Permi ssible Exposure Limits (PEL’s) set forth by OSHA. The company’s specialized experience in the coal handling environment in coal-fired power plants and demonstrated achievement with no collection, baghouses or suppression, using a patented dustless transfe r system, makes them uniquely qualified to meet the government’s minimum needs. All interested parties may respond or submit statements of qualifications. This is not a request for competitive proposals or quotations. The Government will consider response s received within 15 days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government. All responses are due in not later than 22 OCT 02 at 1500 (3:00 pm ). This Procurement will be conducted under FSC Code: Y243, SIC Code:1541, NAICS Code:233310. The small business size standard for this code is $27.5 million.
