Description
The U.S. Coast Guard intends to award a sole source contract to AUTODP, Pensacola, FL, to purchase a software package to create professional degree plans and official U.S. Coast Guard transcripts. The following functions are required: (a) Integrate data from the USCG personnel database CGHRMS (oracle based) as well as two USCG Institute progress databases. Entrees must be automatically linked to the matching ACE credit recommendation. Therefore system must include a database of ACE credit recommendations both the archive ACE Guide, the current ACE Guide, and the Handbook to the ACE Guide; (b) Import data monthly from the national testing agencies and the American Council on Education; (c) Export completed products in text form to a web-enabling software package. (d) Accessible to multiple users at one time (up to 30) and have the capability of remote access. The system must be robust and provide for rapid entry and manipulation of data; (e) Provide electronic degree plans for all programs offered by the four virtual colleges and universities: Excelsior University, Phoenix University, Thomas Edison State College, and Charter Oak State College. Provide for embedded academic codes for military credit and prior collegiate work to ensure proper tagging in the degree plans without manipulation by counselors; (f) Provide database of traditional college classes; (g) Provide a database of regionally accredited colleges and universities; (h) Provide standard formats for both official and unofficial transcripts based on data. Counselors must have the ability to enter and edit data as necessary; (I) User friendly and require little manipulation by the counselors; and (j) Provide a management function so reports can be created showing number of degree plans created, number of transcripts issued (official and student copy), etc. Offerors who can furnish the same item listed above may submit, in writing, a proposal substantiated by technical data, brochures, pictures, etc., to include pricing data. Specifications relating to this procurement are not available and cannot be provided by the Government. All responses must be received within 15 calendar days of this CBD notice, addressed to Commandant (G-ACS-5A/FJ), U.S. Coast Guard Headquarters, 2100 Second Street, SW, Washington, DC 20593-0001, ATTN: Faye Jones. No telephone requests will be accepted. There is no solicitation available. This is a commercial item requirement and the solicitation will be prepared in accordance with the format in FAR Subpart 12. The solicitation will be available for release to AUTODP, on or about August 22, 2002. All responses submitting the required information will be fully considered. As a result of analyzing responses to this synopsis of intent, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
