- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number FB441722730058 is issued as a Request for Quotation (RFQ), under the simplified acquisition procedures. The solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2001-09. The NAICS Code is 561621. Size standard is: $9 Million. The solicitation is unrestricted. The contractor shall provide the following items and quantity(s): 0001: EX82MECC, dual cameras and wireless receivers, transmitters, infrared illuminators, battery pack and charger, quantity 32 each. 0002: Additional battery packs and chargers for EX82MECC, quantity 32 each. 0003: Approved 12 volt color quad processor and battery charger, quantity 8 each. 0004: 5.6 LCD color monitor, quantity 8 each. 0005: Led monitor battery with re-charger, quantity 8 each. 0006: Fast Deployment portable carry case-heavy duty video coaxial cable (monitor-quad) monitor to quad, close proximity with BNC connectors, assembled when shipped, quantity 8 each. 0007: 500 foot roll extra video coaxial cable and 100 BNC connector assortment and crimping tool. Cables will be provided for all parts to be fully operational upon delivery, quantity 1. Offerors shall provide a brand name or equal, offerors providing an or equal product shall provide specification sheets or product literature for evaluation by requesting activity with their proposal submission. Items are to be delivered FOB destination to 16 SUPS, 125 Bennett Ave., Building 90710, Hurlburt Field, FL 32544 for inspection and acceptance by an authorized government official. The provision at 52.212-1, Instruction to Offerors?Commercial, applies to this acquisition and includes the following addenda: (1) Add the following paragraph: (b) (12), Each offeror shall submit their signed and dated offer (signed by an official authorized to bind your organization in a contract) in one original and one copy to 16th Contracting Squadron, Attn: Rob V. Roberts, P.O. Box 9190, 350 Tully Street, Hurlburt Field, FL 32544. Proposals are due on 29 Oct 2002 at 4:00PM Central time and must reference the proposal number on the outside of your package for identification purposes. ***Faxed or e-mailed proposals will not be accepted.*** The provision at 52.212-2, Evaluation?Commercial Items, applies to this acquisition. The significant evaluation factors will be based upon technical acceptability and price related factors, when combined are approximately equal. Proposals shall be accompanied by completed representations and certifications found in FAR Clause 52.212-3, Offeror Representations and Certifications?Commercial Items, available at web site http://farsite.hill.af.mil/. The clause 52.212-4, Contract Terms and Conditions?Commercial Items, and 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition. The clause at 52.212-6, Brand Name or Equal is included by reference and will apply to this acquisition. Defense FAR Supplement (DFARS) provisions and clauses apply to this solicitation and are incorporated by reference: (1) DFARS 252.212-7001, Contract Terms and Conditions required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. The following clauses under paragraph (b) of 252.212-7001 are amended to read: 252.225-7001, Buy American Act and Balance of Payment Program, 252.225-7036, Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payment Program. All FAR clauses and provisions may be reviewed and/or obtained from the Air Force FAR web site at Internet address http://farsite.hill.af.mil/.
