- Note to Offerors: 1. Please submit a hard-copy of your proposal by the due date/time of 25 October 2002 (3pm). Proposals are not to be submitted by e-mail. 2. You are requested to note the recommendation in the Statement of Work's below to conduct an on-site survey of the existing area before submitting your proposal. Point of Contact for the On-site survey is: BUC(SCW) Alvin Bowen, Maintenance Manager, (757) 445-3353. STATEMENT OF REQUIREMENT ? SUPPLY, DELIVERY AND INSTALLATION OF A DOCUMENTS DISINTEGRATOR AND SHREDDER 1. Minimum Technical Requirements: a. Be capable of destroying 800-900 KG of classified materials per hour. b. Be capable of full burn bag (up to 35 pounds) and large thick document capability. c. Be a 2 Stage System: 1. Stage 1, Crosscut Pre-Shredder w/air system: a. Auto reverse to prevent overfeeding. b. 19 inch In-Feed Belt Conveyor with large worktable. c. Shredding capacity up to 500 sheets at one time. d. Safety interlocks w/key switch operation. e. 11+ horsepower, 208-230 volt / 3 phase / 60 Hz motor f. Material handling fan, venturi pickup and sound enclosure. g. Built-in automatic oilier. 2. Stage 2, Disintegrators: a. 75 horsepower 460 volt / 3 phase / 60 Hz motor. b. 3/32? Security screen c. 5 Blade rotor system with 2 bed knives. d. Spare set knives for rotor and bed. d. Sound Reduction: 1. Provide a 15 to 25 decibel reduction in sound levels. 2. Custom designed to fit the equipment, 4? encapsulated mineral wool acoustical wall. 3. Steel exterior covering. 4. Service access doors. 5. Heat vented. e. Outside Waste Material Collection Dumpster: 1. Include full waste material collection and filter system, sized to fit system. 2. Master control panel and feed rate meter /load limit controllers. 3. Spare 3/32? security screens. 4. Dumpster provided by user. f. Will include removal of existing 1424 SEM disintegrator and the full installation of new, including all electrical and controls needed. g. Remanufactured equipment may be used, but must be completely reconditioned/remanufactured by the original manufacturing company. Must proved the same warranties as if new equipment by same manufacture. h. Include Disintegrator Maintenance Kit to Include: 1. Complete spare set of knives, rotor and bed 2. Complete spare set of knife bolts for rotors and bed knives. 3. Latest operation manual and tech tips. 4. Lifetime knife sharpening on spare and installed set of knives. 5. Reusable knife transport case enabling shipping to be simple and easy. 6. Round trip freight for each sharpening for the life of each set. 7. Preventative maintenance call at month six offering: Machine inspection, service overview for operators and maintenance staff, knife change, belt adjustment, lubrication and staff training. 2. Other Information In submitting your price proposal you must state your credit price for ?trade-in? of the existing SEM Disintegrator Model 1424. Before submitting your proposal it is strongly recommended that you conduct an on-site survey of the existing area. Offers should contact the individual named in Section 4 below to make arrangements for an on-site survey. 3. Contract Modifications The SACLANT Contracting Officer is the only person with contract authority. All contract changes/modifications shall be valid only if changed/modified in writing by the Contracting Officer. 4. SACLANT HQ Technical Representative BUC(SCW) Alvin Bowen, Maintenance Manager, (757) 445-3353. STATEMENT OF REQUIREMENT ? SUPPLY, DELIVERY AND INSTALLATION OF A HARDDRIVE DISINTEGRATOR 1. Minimum Technical Requirements: a. Be capable of destroying 1 - 3 1/2? hard drive per minute b. All pieces must pass through a 3/32? security screen. c. 20+ horsepower motor, 208/220 volts, 3 phase. d. Cutting speed of 580+ rpm. e. 3-Rotor knives and 2 stationary knives. Each rotor knife will have a minimum of seven hold-down bolts for added knife strength. Cutting chamber is of welded construction (not cast). Blades will be capable of resharping. f. Feed hopper with two feed openings 12? x 20?. g. Unit must be capable of fitting through a 36? door opening and have a caster mounted base for moving unit. h. Include Disintegrator Maintenance Kit to Include: 1. Complete spare set of knives, rotor and bed 2. Complete spare set of knife bolts for rotors and bed knives. 3. Latest operation manual and tech tips. 4. Lifetime knife sharpening on spare and installed set of knives. 5. Reusable knife transport case enabling shipping to be simple and easy. 6.
