Description
DSCP-IDDDA/03 J. McHenry Jr. (215)737-7409 The Defense Supply Center Philadelphia (DSCP) is considering issuing a Request for Proposal for the long term contracting of intermodal shipping containers. This Agency would like to offer the container industry an opportunity to provide comments and recommendations that will enable the Government to issue a future solicitation that will be better suited to the customary practices and procedures used in the industry, for the contracting of intermodal containers. Products being considered for this procurement will include new and refurbished 20 and 40 foot containers including standard, insulated, refrigerated, flatracks, and chassis. One or more long term Indefinite Quantity Contract(s) (IQC), with a firm fixed price and a two year base is/are anticipated. They are expected to include three option years with Economic Price Adjustment (EPA) provisions, as well as a provision for Vendor Managed Inventory (VMI). The annual dollar value of this procurement is estimated to be approximately $5,000.000.00 per year. The proposed procurement will support all Continental United States and Overseas direct vendor requirements and Defense Depot stock replenishment requirements. Delivery orders will be issued electronically against a basic contract(s). Accordingly, all offerors must be electronic data interchange (EDI) capable at the time of offer submission. In order to facilitate the information gathering process, questions considered to be pertinent to the proposed procurement are listed below. I am interested in receiving constructive comments, and being advised of your concerns. Accordingly, you are invited to enter your written responses in the spaces provided, or on a separate piece of paper(s). Your comments will be considered confidential and not binding in any way. All interested parties are advised that this is an information gathering survey only, and not a Request for Proposal. Price proposals will not be accepted at this time. The Government shall not be obligated to compensate for any information received in response to this Request for Information (RFI). Have you in the past or do you currently have any long term contractural agreements with DSCP? 2. Is your company Electronic Data Interchange (EDI) capable? 3. Are you willing to stock material for urgent DVD requirements? How much production time is needed for stock-up? 4. Do you have a minimum purchase requirement for delivery orders for DVD Requirements or a maximum purchase capability for stock requirements? Minimum:__________________ Maximum:__________________ 5. Do you expect to supply any foreign material? 6. A minimum guaranteed purchase requirement of 10% of the total estimated dollar value of this procurement is anticipated. 7. Is your company registered in the Central Contractor Registration (CCR) database? Registration is mandatory prior to receiving any award from DSCP. 8. Surge option requirement - the Government may elect to exercise this option in the event that a demand surge occurs as the result of Military involvement or peacetime emergencies.
