Description
SUMMARY OF CHANGES: THE PREVIOUS DESCRIPTION HAS BEEN REPLACED IN ITS ENTIRETY. RESPONSE DATE HAS BEEN EXTENDED TO 28 OCT 2002. THE NEW DESCRIPTION FOLLOWS. This is a combined synopsis/solicitation for temporary non-personal services prepared in accordance with the format in FAR part 12.6. This announcement constitutes the only occasion for solicitation. Quotes are being requested, and an additional written solicitation will not be issued. This solicitation, FA2550-03-Q-0109, is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-05 and Defense Federal Acquisition Circular 20020314. The North American Industry Classification (NAICS) code is 561499 and the small business size maximum is $6million. All service shall be performed during normal duty hours 0730 ? 1630, Monday through Friday excluding federal holidays. Workweek will consist of no more than 40 hours per week. Period of performance shall begin on the date of award and end no later than 30 September 2003. Work shall be performed at the Civilian Personnel Flight (CPF) at Peterson Air Force Base, Colorado, until approximately January 2003 at which time the Schriever Air Force Base (AFB) actions will be moved to Schriever AFB, Colorado. ITEM DESCRIPTION: Line Item 6100: Classification of Personnel Descriptions and Maintenance of (Defense Civilian Personnel Data System (DCPDS). Purpose of this service is to clear a current backlog of approximately 60 classification actions connected to open positions at Schriever AFB. Work will continue in order to keep classification actions caught up. Work will be provided to the individual to be completed without Government supervision. When completed, the work will be returned to the government for action. The individual will not have access to sensitive information on personnel. Work provided to the CPF will consist of the following: (1) The administration, management, and maintenance of the DCPDS. The DCPDS is the (Department of Defense (DOD) data system that maintains all computer information pertaining to civilian employees, their employment history, and current position the individual occupies, etc. The base level data system interfaces with the Headquarters Air Force (HAF) computer located at Randolph AFB, TX. Services required include, but are not limited to: (A) Extract information from the database that management requires to perform their various missions; (B) Construct and retrieve complex reports pertaining to civilian population (2200) serviced. Some reports involve inclusion of authorization data from the HAF manpower file; (C) Research and resolve complex problems pertaining to the data system and to individual records in the database, including payroll interface problems with the Defense Civilian Pay System (DCPS); (D) Maintain local table entries to facilitate record update and information retrieval. (2) The application of newly issued Office of Personnel Management (OPM) Classification Standards to approximately 525 Schriever AFB positions. Services required include, but are not limited to: (A) Analyze new OPM Classification standards for application to existing established positions; (B) Analyze/audit existing positions to determine applicability of new standards; (C) Apply new standards, recommending changes to position descriptions as necessary; (D) Ensure all associated documentation is submitted in the proper form ready to be processed in accordance with Office of Personnel Management and Air Force directives. Proposals will consist of an hourly rate, which includes all charges/fees and shall include a resume stating the qualifications of the individual(s) to be performing the services. Proposals will be submitted in writing, and signed by an individual with the authority to bind their respective company or the signature of the individual him/herself if submitted by the individual. In accordance with FAR 52.212-2 (Evaluation ? Commercial Items), award will be made to a responsible offeror based on the best value to the government. The evaluation will trade off the hourly rate against the qualifications of the individual(s) proposed to do the work. These two factors are of equal importance. Submissions via fax are acceptable.
