Description
NA This announcement is for the purpose of soliciting names of firms interested in submitting an offer on a design-build and construction project in Afghanistan. This project will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) with a combin ation of fixed price and cost reimbursement task orders. The Government may award multiple IDIQ contracts. The contract(s) will be issued for one base year with four one-year option periods. The base year will be a minimum of $5 million and a Ceiling of $100 million; minimum of $2.5 million and a Ceiling of $50 million for each option year. This will be a Best Value evaluation with trade-offs using technical and price. PROJECT SCOPE: Work includes design-build and construction services to provide new construction, renovation, alterations, improvements, and repairs to include geotechnical surveys, site work, structural, mechanical, plumbing, electrical, fire protection, power generation, power transmission and distribution, and communications for variou s facilities and buildings in Afghanistan. Other work may consist of regrading, rehabilitation, improvements, and paving for roads, bridges and tunnels throughout Afghanistan. The contractor shall also provide limited operational support and maintenance for power plants, water and waste water treatment plants, and associated distribution systems at various military installations. For design-build requirements, the types of design services to be provided may include architecture, design, structural, civil , mechanical, electrical, seismic and geotechnical engineering, physical security, communications, fire protection engineering, potable water and waste water treatment, scheduling, value engineering, and administrative coordination of the various disciplin es involved. The work will comply with local Afghanistan codes, regulations, and standards. PLANS AND SPECIFICATIONS: Hard copies of the solicitation will be furnished. Two copies will be provided to each eligible prime contractor. Subcontractors and suppliers must obtain information on this project from prime contractors. A list of prime contractors will be provided upon written request. SOLICITATION PROCEDURES: Tentative date for issuance of the RFP is 31 October 2002. Tentative date for receipt of proposals is 14 November 2002. Tentative contract award date is 27 November 2002. POC?s for this project are Mrs. Marsha F.
